1, "Regulations on the Administration of Registration of Civil Unmanned Aerial Vehicles in real-name registration system", the industry exposure draft shows that individuals or units that already own drones need to register with their real names, and the number of drones registered with real names is more than 250g (including 250g). The registration information includes the owner's name (company name, legal person name), valid certificate, mobile phone, e-mail, product model, product serial number and purpose of use.
2. For UAV manufacturers, information such as product name, model, maximum take-off weight, empty weight, product type, UAV purchaser's name/mobile phone should be filled in the UAV real name registration system. In the obvious position of product packaging and product description, remind the owner to register his real name in the "UAV real name registration system" to warn of the danger of not registering the flight with his real name.
3. After completing the information filling in the "UAV Real Name Registration System", the system will automatically give the registration identification picture including the registration number and QR code and send it to the mailbox left during registration. After receiving the registration logo picture containing the registration number and QR code given by the system, the owner of the civil drone prints it as a self-adhesive at least 2 cm by 2 cm, and sticks it in a place where the drone is not easy to be damaged, which is always clear and easy to see.
Extended data:
Air management regulations for unmanned aerial vehicles;
1. Civil unmanned aerial vehicles shall engage in flying activities in industry, agriculture, forestry, fishery, mining construction, medical and health care, emergency rescue and disaster relief, meteorological exploration, marine exploration, scientific experiments, remote sensing mapping, education and training, culture and sports, tourism and other aspects according to law.
2. Civil UAV activities and air traffic management shall comply with relevant laws and regulations, including the Civil Aviation Law of People's Republic of China (PRC), the Basic Flight Rules of the People's Republic of China, the General Aviation Flight Control Regulations and the Regulations of the Civil Aviation Administration of China.
3. Units and individuals that organize the implementation of civil UAV activities shall apply for the designation and use of airspace in accordance with the General Aviation Flight Control Regulations, accept flight activity management and air traffic services, and ensure flight safety.
4. In order to avoid affecting the flight safety of transport aviation, it is forbidden to engage in drone flight activities in the flight airspace of civil transport airports without the approval of the regional administration. When a civil unmanned aerial vehicle applies for the designation of temporary flight airspace, it shall avoid flying in the same airspace with other manned civil aircraft.
5. Because there is no captain to perform the task during the flight of UAV, in order to ensure the flight safety, the UAV controller should bear the rights and responsibilities of the captain, and the UAV controller should be appointed when applying for the flight plan.
6. Units or individuals that organize and implement civil UAV activities shall have the means to monitor or master the flight dynamics of their UAVs, and establish reliable communication links with relevant control units in flight activities, report the situation in a timely manner, and accept air traffic control.
When the flight activities of unmanned aerial vehicles are abnormal, which may affect flight safety and public safety, the units or individuals that organize and implement the activities of civil unmanned aerial vehicles shall immediately report to the relevant control units.
7. Units and individuals engaged in civil UAV flight activities in temporary flight airspace shall be responsible for organizing the implementation and being responsible for their safety.
8. Civil aviation air traffic control units shall, in accordance with the requirements of relevant laws and regulations and these Provisions, implement air traffic management for the flight activities of civil unmanned aerial vehicles. It is not allowed to provide air traffic services for civil drones and manned aircraft at the same time in the airspace designated as drone activities.
9. When the crew of a civil aircraft discovers the flight activities of unmanned aerial vehicles, they shall promptly report to the relevant air traffic control departments. When an air traffic control unit finds an unmanned aerial vehicle (UAV) in the area or receives relevant reports, it shall inform the controlled aircraft of UAV activity information, put forward avoidance suggestions when necessary, and notify relevant control units, air traffic control operation management units and local civil aviation regulatory authorities as required.
10. The use of radio frequency and radio equipment in the activities of civil unmanned aerial vehicles shall comply with the national radio management regulations and provisions, and shall not cause harmful interference to aviation radio frequency. Civil UAV remote control system shall not use aviation radio frequency. If a civil drone is equipped with radio equipment and uses aviation radio frequency, it shall apply to the Radio Management Committee Office of the Civil Aviation Administration.
1 1. Without approval, voice broadcast communication signals shall not be transmitted on civil drones.
12, the use of civil drones should comply with the radio control orders issued by relevant state departments.
