Zhoushan City port ship pollutant management regulations

Chapter I General Provisions Article 1 In order to strengthen the management of ship pollutants in the port, protect and improve the ecological environment, maintain ecological security, protect public health, according to the "Chinese People's Republic of China *** and the State of Marine Environmental Protection Law" "Chinese People's Republic of China *** and the State of Solid Waste Pollution Prevention and Control Law" "Prevention and Control of Pollution of the Marine Environment from Ships Regulations," and other relevant laws and regulations, in conjunction with the actual situation of the city, to formulate the Regulations. Article 2 These regulations shall apply to the discharge, reception, transportation, storage and disposal of ship pollutants in the ports under the jurisdiction of the city and the supervision and management thereof. Article 3 The ship pollutants referred to in these regulations, refers to the ship and its related operational activities generated by the environment may cause pollution damage to the material, including ship garbage, sewage, oily sewage, residual oil (oil sludge), containing toxic and hazardous liquid substances sewage, exhaust gas, noise and so on. Article 4 The management of pollutants from ships implements the principles of reduction at source, discharge in accordance with standards, classification management, scientific utilization and harmless disposal. Article 5 The units and individuals who generate, discharge, receive, transport, storage and disposal of ship pollutants shall take measures to prevent or reduce ship pollutants on the environment and ecological damage. Article 6 The people's governments of cities and counties (districts) shall strengthen the leadership of the management of ship pollutants, establish a coordinating mechanism for the management of ship pollutants, and study and solve major problems in the management of ship pollutants. Article 7 The administrative department in charge of ecological and environmental protection to implement unified supervision and management of ecological environmental protection work, is responsible for the supervision and management of the transfer and disposal of hazardous wastes in ship pollutants.

The port administrative department is responsible for the non-fishing port ship pollutant receiving facilities planning and supervision and management of its implementation, is responsible for ship pollutant receiving units for the record management, is responsible for the transfer of ship pollutants in the process of loading and unloading of terminal operations supervision and management.

The administrative department in charge of fisheries is responsible for the supervision and management of the planning and implementation of ship pollutant receiving facilities in fishing ports, as well as the supervision and management of the pollution of the marine environment by ships in the waters of fishing ports and fishing ships outside the waters of fishing ports.

Maritime administrations are responsible for the supervision and management of the pollution of the marine environment by vessels in the waters of the harbor under their jurisdiction and by non-fishing vessels outside the waters of the harbor.

Development and reform, economy and information technology, public security, finance, natural resources and planning, transportation, commerce, marine, emergency management, urban management, customs and other departments, in accordance with their respective responsibilities to do a good job in the supervision and management of pollutants from ships. Article 8 The township (town) people's government, street offices to assist the relevant departments to do a good job in the supervision and management of ship pollutants under their jurisdiction. Article IX administrative organs, enterprises and institutions, social organizations should strengthen the prevention and control of ship pollutants publicity, education and scientific popularization, enhance practitioners, the public awareness of the responsibility for ecological environmental protection and awareness of participation. Article 10 units and individuals are encouraged to illegal reception, storage, transportation and disposal of ship pollutants to monitor, report. After verification of the report is true, by the city, county (district) people's government and its relevant administrative departments in accordance with the provisions of the award. Chapter II classification management Article 11 ship pollutants in accordance with the ship's garbage, sewage, oily sewage, residual oil (oil sludge), containing toxic and hazardous liquid substances sewage, exhaust gas, noise classification management. Article 12 The discharge of pollutants from ships shall comply with laws, regulations and relevant standards.

Article XVII of the ship emissions of air pollutants shall not exceed the national and provincial emission standards.

Fishing vessels should be equipped in accordance with the relevant provisions of the normal use of oil and sewage separator or oil and sewage storage cabinets (barrels) and other anti-fouling equipment and devices.
