In order to make the national elevator use management and maintenance to form a unified, to meet the elevator safety and security and the normal operation of the basic requirements, in order to achieve the purpose of regulating the use of elevator management and maintenance work, the State Administration of Quality Supervision, Inspection and Quarantine in May 8, 2009 approved the promulgation of the "Elevator use management and maintenance rules (TSG T5001-2009)" shall come into force from August 1, 2009 onwards. Management and Maintenance Rules of Elevators (TSG T5001-2009)", which came into force on August 1, 2009 onwards. The new rules are published below for readers' reference.

Chapter I General

Article 1 In order to regulate the use of elevators and routine maintenance of management and maintenance behavior, according to "Special Equipment Safety Supervision Regulations", the formulation of the rules.

These rules do not apply to individuals or single family elevator for their own use.

Article 3 These rules are the basic requirements for the use management and routine maintenance of elevators (hereinafter referred to as maintenance), the relevant units in accordance with the development of science and technology and the actual situation, you can formulate higher than the requirements of these rules, in order to ensure that the maintenance of the elevator's safety performance.

Chapter II Management

Article 4 The use of units should strengthen the safety management of elevators, the strict implementation of the provisions of the safety specifications for special equipment (hereinafter referred to as safety specifications), the use of elevators is responsible for safety.

Using units should be purchased in line with safety and technical specifications of the elevator to ensure the safe operation of the elevator necessary inputs, is strictly prohibited to purchase the state out of the product.

Article 5 The use of units should be based on elevator safety and technical specifications and product installation, use and maintenance of the requirements of the manual and the actual use of the situation, the organization for maintenance.

Users should be entrusted to obtain the appropriate elevator maintenance project license unit (hereinafter referred to as maintenance unit) for maintenance, and maintenance units with the maintenance contract, agreed maintenance period, requirements and the rights and obligations of both parties. Maintenance contract includes at least the following:

(a) the maintenance of the content and requirements; (b) maintenance of the time frequency and duration; (c) maintenance unit and the use of the unit's rights, obligations and responsibilities of both parties.

Sixth, the use of units should be set up elevator safety management organization or elevator safety management personnel, at least one "special equipment operator certificate" of elevator safety management personnel to assume the corresponding management responsibilities.

Article VII of the use of units should be based on the actual situation of the unit, the establishment of the job responsibility system as the core of the elevator use and operation of the safety management system, and strictly enforced. Safety management system includes at least the following:

(a) the duties of relevant personnel; (b) safety procedures; (c) daily inspection system; (d) maintenance system; (e) regular inspection system; (f) elevator key management system; (g) operators and related operational services personnel training and assessment system; (h) accident or incident emergency rescue plan and emergency Rescue drill system; (ix) safety technology file management system.

Article VIII of the elevator before being put into use or put into use within 30 days after the use of units should be to the municipal quality and technical supervision departments (hereinafter referred to as the registration authority) for the use of registration. For the use of registration, the following information shall be provided:

(a) organizational code certificate or elevator property owner (refers to the individual owned) ID card (copy 1); (b) "special equipment use registration form" (in duplicate); (c) installation supervision and inspection reports; (d) the use of units and maintenance units signed maintenance contract (original); (e) elevator safety management personnel (e) elevator safety management personnel, elevator drivers {applicable to elevator drivers in accordance with the requirements of Article 9 (e) } and other elevator-related special equipment operator certificates; (f) safety management system directory.

Maintenance unit change, the use of units should hold the maintenance contract, within 30 days after the entry into force of the new contract to the original registration authority for the change procedures, and replace the elevator maintenance unit related signs.

Elevator scrapped, the use of units should be used within 30 days to the original use of the registration authority for cancellation procedures.

Elevator out of service for more than 1 year or out of service across a regular inspection date, the use of units should be used within 30 days to the original use of the registration authority for the deactivation procedures, re-activation should be handled before the activation of the procedures.

Article 9 The use of units shall perform the following duties:

(1) to maintain the elevator emergency alarm device can be used at any time with the unit of safety management agencies or on-duty personnel to achieve effective contact;

(2) in the elevator car or the entrance and exit of the car in a conspicuous position to post a valid "safety inspection" sign;

(3) the elevator will be used to safety precautions and warning signs placed in a prominent position easy to notice passengers;

(d) in the elevator prominently marked with the use of the name of the management unit, the emergency rescue telephone number and the name of the maintenance unit and its emergency repair, complaint telephone;

(e) hospitals to provide patients with the use of the elevator, directly used for tourism at speeds greater than 2.5m/s passenger elevators, as well as the use of drivers Operation of the elevator, operated by licensed elevator drivers;

(j) supervision and cooperation with the elevator installation, renovation, maintenance and repair work;

(xii) in accordance with the requirements of safety specifications, the timely adoption of new safety and energy-saving technologies, the elevator in use to carry out the necessary renovation or updating, to improve the safety and energy-saving level of the elevator in use.

Article 10 The safety management personnel of the using units shall perform the following duties:

(I) Conducting daily inspections of elevator operation and recording the daily use of elevators;

(II) Formulating and implementing the periodic inspection plan of elevators;

(III) Checking the safety precautions and warning signs of elevators to ensure that they are complete and clear;

(IV) ) properly keep the elevator key and its safety signs;

(e) found that the elevator operation accident hidden danger need to stop using, have the right to make the decision to stop using, and immediately report to the person in charge of the unit;

(f) received a fault alarm, immediately rushed to the scene, elevator maintenance operators to implement the rescue;

Article XI of the use of units should be established elevator safety technology files. Safety technology files include at least the following:

Article XII of the elevator in use once a year for periodic inspection. Without regular inspection or unqualified elevator, shall not continue to use.

Article XIII of the elevator passengers shall comply with the following requirements, the correct use of elevators:

(c) do not open the elevator floor door by non-safety means;

(d) do not remove, destroy elevator components and its ancillary facilities;
