Article 2 These regulations apply to the cleaning, classification, placement, collection, transportation, disposal, supervision and management of rural garbage within the administrative area of ??this city.
The term "rural garbage" as mentioned in these Regulations refers to the solid matter generated from rural production, life, construction and other activities in urban built-up areas, built-up areas in towns where county people's governments are located, and other areas outside urbanized management areas. waste.
If laws, regulations and departmental rules have provisions on the management of industrial solid waste, hazardous waste and other solid waste, those provisions shall prevail. Article 3 Rural waste management follows the principles of government leadership, social participation, hierarchical responsibility, overall promotion, source control, and comprehensive utilization.
Encourage the adoption of market-oriented operation models and guide social capital to participate in rural waste management. Article 4: Municipal, county (district) people's governments shall incorporate rural waste management into national economic and social development plans, and adopt economic and technical policies and measures that are conducive to rural waste management.
County (district) and township (town) people's governments should include rural waste management costs into their annual fiscal budgets to basically guarantee rural waste management needs. The Municipal People's Government provides financial support. Article 5: The administrative departments of housing and urban-rural development of the municipal, county (district) people's governments are responsible for rural waste management within their respective administrative regions.
The management agencies of development zones and scenic spots are responsible for rural waste management in areas designated by the municipal and county (district) people’s governments.
Urban and rural planning, land and resources, urban management, environmental protection, finance, development and reform (price), commerce, education, agriculture, health and other departments should carry out work related to rural waste management according to the division of responsibilities. Article 6 The township (town) people's government and sub-district offices shall cooperate in the management of rural garbage collection, transfer facility construction and daily operation, and supervise and guide the village (community) garbage cleaning, classification, placement, collection, transportation and other work. .
The village (resident) committee is responsible for organizing and mobilizing village (residents) residents, formulating and improving village rules and regulations (residents’ covenant), and cooperating with the village (community) in garbage cleaning, classification, placement, and collection. , transportation and other related work. Article 7 Rural garbage disposal shall adopt methods such as landfill, incineration, composting or the development of biomass energy that meet the actual rural conditions and energy conservation, environmental protection and ecological requirements.
Encourage and support scientific and technological innovation in waste treatment, promote the research, development, transformation and application of advanced technologies and processes for waste reduction, resource utilization, and harmlessness, and improve the scientific and technological level of waste reuse and resource utilization. Article 8 Qualified counties (districts) and townships (towns) should explore the establishment of a rural waste management fund investment mechanism that combines voluntary payment by village (residents), collective subsidies by villages (residents), and financial subsidies.
The village (community) can raise funds for daily cleaning of the village (community) through the "one case, one discussion" method.
Units and individuals engaged in production and business operations shall pay garbage disposal fees. Article 9 The government and its functional departments, sub-district offices, village (resident) committees, and mass organizations such as trade unions, women’s federations, and the Communist Youth League should carry out publicity and education activities on rural garbage management.
Radio and television stations, newspapers, periodicals, the Internet and other media should strengthen waste management publicity and publish a certain proportion of waste management public service announcements. Article 10: Municipal, county (district) people's governments shall establish and improve the supervision mechanism and comprehensive assessment system for rural waste management, and incorporate it into the government performance evaluation system. Article 11 Any unit or individual has the right to dissuade, complain and report violations of these regulations.
The administrative departments of housing and urban-rural development of the municipal and county (district) people's governments shall establish a reporting and complaint system and publish the reporting and complaint telephone numbers, mailboxes, and e-mail addresses. After receiving the report, the administrative department of housing and urban-rural development shall deal with it within fifteen days and feed the results back to the reporter. For matters that do not fall within the scope of authority of this department, they should be transferred to the relevant departments for processing in a timely manner, and the transfer situation will be reported back to the whistleblower. Relevant departments should handle the case in a timely manner and feedback the results to the administrative department of housing and urban-rural development.

The county (district) people's government shall incorporate the construction land and construction plans of rural waste disposal facilities and sites into the annual land use plan and the annual implementation plan of urban and rural planning. Article 14 The location selection of rural garbage transfer stations shall meet the following requirements:
(1) Comply with the provisions and requirements of the township (town) overall plan, environmental sanitation professional plan and relevant national standards;
(2) Reasonable layout in accordance with the principle of regional coordination and township (town) coordination;
(3) Convenient transportation, easy to arrange garbage collection and transportation routes; the roads in and out of the garbage transfer station meet the garbage Requirements for the passage of collection and transportation vehicles;
(4) Reliable power supply, water supply and sewage discharge collection or treatment system;
(5) Transfer station pollution discharge points and hospitals, The sanitary protection distance in surrounding sensitive areas (spots) such as schools and residential areas should not be less than 50 meters; if conditions cannot be met, necessary isolation and protective measures should be taken.
