Without qualification, no unit or individual may engage in the recycling and dismantling of scrapped motor vehicles. Otherwise, it will be illegally dismantled, the illegal income will be confiscated and a fine will be imposed. If the circumstances are serious enough to constitute a crime, criminal responsibility will be investigated according to law.
Materials to be submitted for applying for the qualification of scrap car recycling station:
(1) Application report for establishment (name, legal representative, registered capital, domicile, dismantling place, unified social credit code, etc.);
(2) Applying for an enterprise business license;
(3) applying for the articles of association of the enterprise;
(four) apply for the identity card of the legal representative of the enterprise or other valid identity documents;
(5) Dismantling the land use right, house property right certificate or land lease contract or land use right lease contract or house lease certification materials with the lease term exceeding 10 years;
(6) A list of facilities and equipment used for dismantling scrapped motor vehicles and pollution prevention, and ownership certificates such as invoices or financial leasing contracts, which are purchased by the applicant enterprise or obtained through financial leasing;
(seven) the approval document of the environmental impact assessment document of the construction project issued by the competent department of ecological environment;
(eight) the list of senior management personnel and professional and technical personnel; (Professional and technical personnel generally refer to the list of personnel who hold disassembly workers, environmental protection administrators, power battery recycling and disposal personnel, safety personnel, electricians, etc. , and need to attach the corresponding certificate, labor contract, social security certificate, etc. )
(nine) apply for enterprise dismantling operation norms, safety regulations and solid waste utilization and disposal plan.
The above materials can be obtained through the government information system, and the audit institution may no longer require the applicant to provide them.
Is it difficult to run a scrap car recycling station?
There is a certain difficulty.
Scrap car recycling station needs the qualification certificate of scrap car recycling and dismantling enterprise to operate. However, due to the state-controlled scrap car recycling plants, it is not easy to apply, and the number of places in various places is limited. Moreover, the site, equipment, environmental protection and personnel must meet the standards, which requires hundreds of millions of investments. Like some small workshops in the past, I am afraid it is difficult to have the funds and strength to invest and set up factories. Therefore, if you want to recycle and disassemble scrapped cars, it is generally recommended to pull partners. The detailed bidding process is as follows:
I. Industrial and Commercial Bureau: registered business license (note: business scope).
Second, determine the site selection: site selection, budget, land (industrial land) and planning (in line with the local master plan).
3. Development and Reform Commission: project establishment, feasibility report, real estate license (if any) and site lease contract (10 years or more).
Four, arrange scrap car dismantling technicians to carry out pre-job training and obtain professional skills certificate (scrap car dismantling workers), show certificates.
5. Environmental Protection Bureau: After receiving the project report, apply to the local environmental protection bureau for environmental assessment, and determine the environmental assessment agency after approval.
Agency for EIA of intransitive verbs: Make the EIA report according to the EIA process (pay attention to the disassembly process) and publicize it.

Legal basis:
Article 4 of the Standard Provisions on Compulsory Scrapping of Motor Vehicles shall be scrapped under any of the following circumstances, and the owner shall sell the motor vehicle to the scrapped motor vehicle recycling and dismantling enterprise, which shall register, dismantle and destroy it in accordance with the regulations, and hand over the registration certificate, license plate and driving license of the scrapped motor vehicle to the traffic management department of the public security organ for cancellation:
(1) Having reached the service life specified in Article 5 of these Provisions;
(two) after repair and adjustment, it still does not meet the relevant requirements of the national standards for motor vehicle safety technology in use;
(three) after the repair and adjustment or the use of control technology, the discharge of pollutants or noise into the atmosphere still does not meet the relevant requirements of the national standards for motor vehicles in use;
(four) after the expiration of the inspection period, the motor vehicle inspection mark has not been obtained within three consecutive motor vehicle inspection cycles.
