The Classification Catalog of Government Procurement Items is revised on the basis of the Classification Catalog of Government Procurement Items (Trial) (Caixin
Ku 201256), taking into account the current practice of reforming the government procurement system and the direction of its development, and with reference to the relevant national standards and general specifications.
The Catalog is divided into 54 secondary classifications, 344 tertiary classifications, and up to six levels of classification according to the three major categories of goods, works and services. The Classification System of the Catalogue is relatively complete, featuring wide coverage of items, strong operational adaptability, and unified and expandable classification attributes.
The use of the Catalogue is mainly reflected in the following aspects:
First, in the formulation of centralized purchasing catalogs, the government centralized purchasing catalogs and departmental centralized purchasing catalogs will be formulated directly on the basis of the relevant classifications in the Catalogue.
The second is that in terms of government procurement management operations, government procurement budgeting, government procurement plan filling and government procurement information statistics will be standardized in accordance with the Catalog classification.
Thirdly, in terms of government procurement transaction business, bidding documents, contract texts and other contents related to goods, works and services should be gradually standardized according to the classification of the Catalogue.
Fourth, in the energy-saving, environmentally friendly products government procurement list development, to be adjusted accordingly according to the "catalog" classification.
