1 Purpose

1.1 Strengthen the safety supervision and management of outsourced construction projects, adhere to the policy of safety first and prevention first, and eliminate the occurrence of outsourced construction accidents by auditing the safety management capability of the contractor and signing a safety agreement with the contractor.

1.2 Manage the EHS aspects of the company's contractors, safeguard the lives and properties of the construction unit and all the employees of the Company, and ensure the smooth progress of the construction.

2Scope

These management regulations are applicable to the safety management of equipment installation, repair works, construction (infrastructure) works, and other piecemeal projects entering the Company.

3Terms and Definitions

3.1Contractor: A person or organization that provides services to the Company at the Company's work sites in accordance with the requirements, deadlines and conditions agreed upon by both parties.

3.2 Contracting Department: the department within the Company that makes the request for outsourcing.

3.3 Project: means a project that requires the signing of an engineering contract.

3.4 Sporadic works: small temporary works that do not require the signing of a works contract with the contractor in order to improve work efficiency.

4 Duties and Authorities

4.1 The contracting department and the procurement department are responsible for the selection of contractors and quotation. The management center is responsible for the selection of contractors and inquiry of quotations for infrastructure projects, and the leaders of the company will make separate arrangements for those involving major projects.

4.2 The General Manager's Office is responsible for the supervision and management of the process of infrastructure maintenance, waste disposal, plant new, renovation and expansion, and contractor services.

4.3 The Engineering and Equipment Department is responsible for the supervision and management of the service process of contractors for equipment maintenance, processing and maintenance of jigs and fixtures.

4.4 In addition to the above contractors, if there are other types of contractors, the responsible management department will be based on the actual situation of the company.

4.5 If the contractors are involved in environmental, occupational health and safety related matters, the EHS specialist will conduct the audit and put forward specific requirements.

4.6The EHS specialist will supervise the contractors' behavior inside the factory, and stop any violation of the company's relevant management system in time, and in case of bad situation, the contractors may be punished accordingly.

4.7After the completion of the project, the contracting department, user department and general manager's office will carry out acceptance and evaluation, and the contracting department will fill in the Project Acceptance Sheet. the EHS commissioner will validate and evaluate the compliance of the project in terms of health, fire safety, security and environmental protection.

5 Workflow

5.1 The flow chart of outsourcing management work is shown in Annex I.

5.2 Management Regulations of the Company's Outsourcing Department

5.2.1 The works contract signed between the outsourcing department and the contractor must include the content of guaranteeing the safety of the works, and ensure that it is effectively implemented in actual operation.

5.2.2 The contracting department of the company shall be responsible for checking and confirming the following items of the contractor and copying the relevant information for the record before signing the contract for the contracting of works:

ID card of the person in charge of the construction unit (or the person in charge of the agent);

Business license that matches the content of the works it has contracted;

Govt. authorities issued the relevant licenses and safety permits (when applicable);

the personnel involved in special operations hold valid safety operation certificates for special operations;

have a full understanding of the responsible and hazardous nature of the projects under their contract and have formulated methods and measures to ensure safe production;

have a full understanding of our policies and regulations on production safety, fire prevention, public security and other policies and regulations.

5.2.3 The Company's contracting department shall designate a project manager to supervise the Contractor's safety education for all personnel involved in construction and operation. The safety education shall be recorded in the "Safety Education Card" of the construction personnel of the contracted project unit and submitted to the General Manager's Office for record, and the procedures shall be made up in a timely manner if there is any increase or change of personnel in the future.

5.3 Signing and Management of Safety Agreement

5.3.1 Where the Company contracts for equipment installation or repair works, construction works, etc., the contracting department shall sign the Safety Agreement at the same time as signing the contract with the contracting unit, and the sporadic works shall be subject to the signing of the "EHS Notification Letter".

5.3.2 Before signing the Safety Agreement, the contractor shall firstly assess the main risks during the construction process, fill in the Construction Approval Sheet and have it reviewed and approved by the General Manager's Office.

5.3.3 In the project contract, it must be written that "this contract will only come into effect when the safety agreement comes into effect".

5.3.4 After the signing of the safety agreement, it must be registered and authenticated by the General Manager's Office, and if necessary, the contracting department of the company will submit a copy of the project contract to the General Manager's Office for record.

5.3.5 The contracting project shall hold the effective contract text and safety agreement when handling the payment formalities, and the Finance Department will not pay for the project if the contracting project does not sign the safety agreement.

5.4 Contractor's safety regulations

5.4.1 The construction unit must make a safety report for approval at the General Manager's Office of the Company before the construction of the Company, and fill in the Construction Approval Sheet to analyze the hazardous factors of the content of the construction to be carried out, and only the construction unit that passes the safety approval will be allowed to carry out the construction in the Company.

5.4.2 The project manager of the construction unit must be familiar with the provisions of the Work Safety Law and the construction safety technical regulations, and should put forward the safety technical measures in the construction organization design prepared, and should educate the workers about safety and explain the safe operation methods. Any engineers and technicians who do not understand the construction safety technical regulations and workers who have not been educated in safety technology are not allowed to carry out construction in our company.

5.4.3 The construction workers must wear the construction license and safety protection equipment, including safety helmet, safety shoes, etc. The construction unit should provide safety belt, safety net, safety rope and other personal protection equipment.

5.4.4 The construction unit shall not allow people suffering from high blood pressure, heart disease, epilepsy and other people who are not suitable for working at height, to engage in working at height. The construction unit should be equipped with tool bags for workers working at height.

5.4.5 During the construction process, if the upper and lower floors are working at the same time, there must be a special protective shed or other isolation facilities between the upper and lower floors; otherwise, workers cannot be allowed to work below the same vertical line.

5.4.6 If there is a need to carry out lifting, fire, high altitude and other dangerous operations during the construction, it must be declared in the Construction Approval Sheet, and at the same time, a copy of the special operation license will be handed over to the EHS commissioner for the record; if lifting and height climbing are needed temporarily during the construction, the construction can only be carried out by the approval of the EHS commissioner of the company; in case of strong winds of more than six grades, it is prohibited to carry out lifting and height climbing operations in the open air. In case of strong winds of more than six degrees, it is forbidden to carry out lifting and climbing operations in open air.
