Legal analysis: the main contents of the medical public welfare project are as follows:

Article 61 The charitable services referred to in this law, refers to charitable organizations and other organizations as well as individuals based on charitable purposes, to the community or others to provide voluntary unpaid services as well as other non-profit services.

Charitable organizations carrying out charitable services may provide them themselves or recruit volunteers to provide them, or they may entrust them to other organizations with expertise in providing services.

Article 62 To carry out charitable services, they shall respect the human dignity of the beneficiaries and volunteers, and shall not infringe upon the privacy of the beneficiaries and volunteers.

Article 63 The implementation of medical rehabilitation, education and training and other charitable services that require specialized skills shall be carried out in accordance with the standards and procedures set by the state or industrial organizations.

Charitable organizations to recruit volunteers to participate in charitable services that require specialized skills, the volunteers shall carry out relevant training.

Article 64 A charitable organization that recruits volunteers to participate in charitable services shall disclose all information related to the charitable services, and inform them of the risks that may occur in the course of the services.

Charitable organizations may sign agreements with volunteers as needed to clarify the rights and obligations of both parties, and agree on the content, manner and time of the services.

Article 65 A charitable organization shall register volunteers by name and record their service time, content, evaluation and other information. At the request of the volunteer, the charitable organization shall issue a certificate of record of voluntary service without compensation and truthfully.

Article 66 A charitable organization shall arrange for volunteers to participate in charitable services, which shall be compatible with the volunteers' age, cultural level, skills and physical condition.
