Article 2 These regulations apply to communication line equipment in the post and telecommunications, military, public security, railway, transportation, petroleum, electric power, long-distance navigation, civil aviation, nuclear industry, aerospace industry, radio and television, meteorology and other departments within Sichuan Province. Including:
(1) Overhead lines: poles, wires, cables, optical cables, line burdens, insulators, terminal room transfer boxes, guy wires and other ancillary equipment.
(2) Buried lines: underground or underwater cables, optical cables, pipes, entrance holes, marking stones, signs, unattended carrier amplifier stations, cable inflatable stations, inter-area communication columns, and stations Loudspeaker columns, signals, public telephone booths and other ancillary equipment.
(3) Wireless equipment categories: unattended microwave stations, wireless communication relay stations, microwave passive relay stations and reflectors, radio transceiver antennas, microwave and health communication ground station antennas, antenna feeder poles, wires , waveguides, communication and navigation facilities and other ancillary equipment. Article 3 People's governments at all levels shall strengthen leadership over the protection of communication line equipment. The transportation preparedness department shall be responsible for the organization, coordination, inspection and supervision of the protection of communication line safety in their respective administrative regions. Article 4 Communication departments and their staff at all levels must strengthen the maintenance and management of communication line equipment, strictly implement the job responsibility system and various rules and regulations, do a good job in joint defense of line protection, promptly remove out-of-use communication line equipment, and assist the public security organs Detect cases of damage to communication line equipment. Article 5: All units and individuals have the obligation to protect communication line equipment. If they find any behavior that damages communication line equipment or endangers communication security, they should stop it and report it to the local public security agency or communications department in a timely manner. The public security organs and communications departments must handle the report promptly after receiving it. Article 6 The overall urban and rural construction plan must include a communication line equipment construction plan. Article 7 Newly installed pole roads and buried cables must obtain prior consent from the local county-level government, use land sparingly, occupy no or less cultivated land, and use the required land free of charge.
Crops and trees should be taken care of during the construction of communication line equipment. When it is necessary to uproot, cut down or damage the property, it should be negotiated with the owner in advance and compensation should be made in accordance with regulations. Article 8 The construction of communication line equipment should avoid affecting existing building facilities. When impact is truly necessary, prior consent from the relevant units must be obtained except in emergencies. Damaged building facilities will be repaired to original standards or repair costs will be borne. Article 9: When constructing communication line equipment on reserved land on both sides of highways and railways, as well as waterways and docks, consultation with the local land management department and relevant competent authorities must be carried out in advance. When constructing communication line equipment in forest areas, you should consult with the local forestry authorities in advance. Article 10 It is not allowed to pile garbage, bulky items, flammable and explosive items and dump corrosive substances on the ground where underground cables and optical cables are buried. Article 11 It is not allowed to climb on communication line equipment, tie animals, or hang power lines, light lines, or broadcast lines. It is not allowed to shoot at communication line equipment, throw debris, or engage in other behaviors that endanger the safety of communication line equipment. Article 12: Tall trees and bamboos are not allowed to be planted within an area of ??0.75 meters on both sides of communication lines within the urban area and two meters on both sides of communication lines outside the urban area. The spatial distance between low-growing trees, bamboos, flowers and fruits, and street trees and communication lines should be no less than two meters. If the branches of trees and bamboo branches are not close enough to the above prescribed distance and endanger the safety of communication lines, the owners and management departments of the trees and bamboos shall promptly prune them, or the communication department shall prune them free of charge. Article 13: Buildings are not allowed within two meters on both sides of underground cables and optical cables. It is not allowed to dig sand, take soil, dig trenches, dig wells, bury graves, and set up toilets, livestock pens, cesspools, and biogas pools within a three-meter range and around electric poles. Buildings are not allowed within two meters on either side of overhead lines. Brick kilns, lime kilns and other buildings that corrode circuit equipment are not allowed within five meters. Article 14 It is not allowed to anchor, drag anchors, dig sand, explode fish, or conduct other operations that endanger the safety of cables and optical cables within 100 meters of water on both sides of river-crossing cables, optical cables and signs. Article 15 It is not allowed to blast, remove rocks or open up wasteland within the scope that endangers the safety of communication line equipment. When blasting operations must be carried out due to construction needs, the consent of the communications department should be obtained in advance and preventive measures should be taken. Article 16: It is not allowed to move, damage or steal communication line equipment. Article 17 When reviewing and approving land for engineering construction projects, the land and urban and rural development departments shall consider communication confidentiality and security factors.
Communication line equipment is generally not allowed to be relocated. When it must be relocated, the consent of the communications department must be obtained in advance and the relocation costs must be borne, or it shall be carried out according to the agreement of both parties. Article 18 Construction, road building, water conservancy construction, farmland construction, afforestation, bamboo felling, transportation of ultra-high and large objects, line erection, laying management and underwater operations near communication line equipment may endanger communication lines. For equipment safety, the consent of the communications department should be obtained in advance and preventive measures should be taken. Article 19: For buildings that endanger the safety of communication line equipment, the local government shall order them to be demolished within a time limit. However, if the construction facilities that precede the construction of communication line equipment are demolished, the communication department must provide necessary compensation. Article 20 The purchase of used communication equipment must be approved by the local public security agency and industrial and commercial administrative department and obtain a business license. The sale of used communication equipment must have a certificate from the communications department.
Scrap purchasing departments and self-employed individuals must deal with waste communication equipment in accordance with the law. If they find suspicious clues about the theft or sale of communication equipment, they must report it to the public security agency or communications department in a timely manner.
