(hereinafter referred to as "Telecom") respectively invested 4.55 million yuan and 450,000 yuan to establish Beijing Telecom, with an initial registered capital of 5 million yuan.

In September 2002 and December 2003, after two cash capital increases and equity transfers, the registered capital of Beijing Telecom was increased to 10 million yuan, and the equity ratios of Beijing Lianfa, Beijing Changze Network Technology Consulting Limited Liability Company (hereinafter referred to as "Changze"), and Beijing Delicate Auto-control Technology Company Limited (hereinafter referred to as "Delicate") were 63%, 25% and 12%, respectively. In December 2004, CUIPPC reached an agreement with Beijing Telecom and its management to withdraw from Beijing Telecom, and Beijing Tonglingtong Telecommunication Technology Company Limited (hereinafter referred to as "Tonglingtong"), which was controlled by the management, took control of Beijing Telecom; thereafter, Changze also transferred all of its 25% equity interest in Beijing Telecom to Tonglingtong.

In September 2006, in order to further improve the asset structure of the company's complete business chain and to obtain funds for the construction of urban security monitoring networks, Beijing Telecom carried out a capital increase. Ltd. (hereinafter referred to as "Ruisong Investment"), Shenzhen Runxing Investment Consulting Co., Ltd. (hereinafter referred to as "Runxing Investment") and Deliga invested in Beijing Telecom with cash of 42.25 million yuan, 25.65 million yuan and 6 million yuan respectively, and the registered capital of Beijing Telecom was increased to 10,000,000 yuan. The registered capital of Beijing Telecom was increased to RMB100 million.

After the completion of the equity transfer and capital increase, Tonglingtong, Ruisong Investment, Runxing Investment and Deliga hold 52.80%, 25.10%, 14.90% and 7.20% equity interests in Beijing Telecom respectively.
