If it's for documentary, I'd go with the FA50/1.4, after all, large aperture, wider range of application. And the 75 equivalent angle of view is pretty good optical quality on its own.
In fact, the 18-55 and 50-200 dual-head set is the cheapest and most practical "two lenses go everywhere"!
If I can slightly break this budget, I myself will choose two lenses to go all the way:
18-55, although the aperture is slightly worse at full aperture, but received f8, shooting landscapes, it is acceptable, and shooting landscapes, should have used f8 small aperture. Not to mention this head is only 300 bucks.
55-300. this head is quite a bit better than the 50-200, recently brand new down to 2000. I guess you can get it for 1700-1800 if you don't mind used. You know, the 300 end of this head is claimed to have 80% of the power of the DA*300/4! It's not without reason that it's more expensive than a sub-factory head of the same focal length.
One more thing, I own more or less used lenses, except for the FA50/1.4. Heh. And they work just fine.
In fact, if you are not in a hurry to use, you can first use your set of head, wait for a period of time to be more clear about what to shoot, and then according to their own needs and economic conditions to buy the required lens ~~
