According to the relevant national regulations, online monitoring data are completely uploaded to the monitoring platform of environmental protection departments at all levels according to the emission situation of enterprises, and the operation rate of all kinds of equipment (especially main analytical instruments and equipment) of each online monitoring system should reach 90% respectively.

2. Accuracy of monitoring data: through regular comparison by environmental monitoring departments at all levels (analogy frequency of wastewater is at least 1-2 times per year, and analogy frequency of waste gas is at least 1 time per year) and random inspection in peacetime and peacetime, the accuracy of online monitoring data is ensured to reach 90%, and the accuracy of monitoring data of monitoring equipment is kept within the allowable error range.

3. Smooth video network: 24 hours to ensure smooth and clear video images and smooth transmission network.

4. Integrity of operation and maintenance files: establish a complete operation and maintenance technical file to ensure that environmental protection departments at all levels can understand all historical data such as the use, maintenance, shutdown, performance test and water sample comparison of the online monitoring system by consulting the operation and maintenance technical file, and then make a correct evaluation of the operation of the equipment of the online monitoring system.

Third, the operation and maintenance content

The operation and maintenance of the online monitoring system for pollution sources in the province are strictly in accordance with the Technical Specification for Operation and Assessment of Online Monitoring System for Water Pollution Sources (Trial) (HJ/T 355-2007), Technical Specification for Continuous Monitoring of Flue Gas Emission from Stationary Pollution Sources (Trial) (HJ/T 75-2007) and Operational Specification for Online Monitoring System for Pollution Sources in Zhejiang Province (Zhejiang Environment and Development [2007]).

(1) Daily maintenance

The pollution source online monitoring system consists of sampling unit, online monitoring unit, video monitoring unit, data acquisition unit, data transmission unit, auxiliary unit, environmental monitoring center platform and monitoring station machine room unit. Specific maintenance requirements are as follows:

1, daily maintenance wastewater

(1) sampling unit: cleaning, maintenance, repair, replacement of water pump, pipeline, pretreatment and other facilities to ensure smooth pipeline and prevent pipeline blockage and leakage;

(2) Monitoring unit: mainly flowmeter, acidity meter, COD (or TOC) water quality automatic analyzer, ammonia nitrogen water quality automatic analyzer, total phosphorus and nitrogen water quality automatic analyzer, etc. , on the basis of meeting the technical specifications of the State Environmental Protection Administration and the Provincial Environmental Protection Bureau, carry out daily maintenance, maintenance, calibration and repair of equipment;

(3) Data acquisition unit: whether the monitoring data collected from the primary instrument and the data acquisition equipment are consistent, to ensure the synchronous transmission of the monitoring data from the primary instrument to the monitoring platform of environmental protection departments at all levels, and to ensure the normal operation of the data acquisition equipment;

(4) Auxiliary unit: the alarm function of the waste water bottle sampler is linked with the online monitoring system, and the bottle sampler is maintained daily to ensure the normal operation of the equipment;

(5) Monitoring station room unit: keep the monitoring station room clean and tidy, and ensure that the temperature, humidity and power facilities in the station room meet the operation requirements of monitoring equipment;

(6) Ammonia nitrogen analyzer and total phosphorus/total nitrogen analyzer: on the basis of meeting the requirements of various technical specifications of the State Environmental Protection Administration and the Provincial Environmental Protection Bureau, carry out daily maintenance, maintenance, calibration, repair and other work of the equipment;

(7) Instrument calibration: main analyzers such as TOC/COD/ ammonia nitrogen/total phosphorus and total nitrogen are automatically calibrated by the instrument every 48 hours;

(8) Verification of data accuracy of 8)TOC analyzer: monthly verification of CODcr conversion coefficient according to HJ/T354-2007 method. When the composition or working condition of wastewater changes greatly, the conversion system should be confirmed in time;

(9) In accordance with the relevant regulations on hazardous waste disposal, properly collect and dispose of instrument waste liquid.

2. Daily maintenance of waste gas (maintenance cycle is weekly):

(1) sampling/pretreatment unit: cleaning, maintaining, repairing and replacing sampling head, heat tracing pipeline, back blowing system, gas pretreatment facilities, etc. , to ensure the smooth flow of gas pipeline, to prevent gas pipeline blockage and leakage, and to ensure the normal operation of filtration, condensation and drainage facilities of gas pretreatment system;

(2) On-line monitoring unit: mainly for on-line flue gas analyzer (sulfur dioxide, nitrogen oxides, oxygen), integrated temperature, pressure and flow analyzer, smoke detector and other equipment, on the basis of meeting the requirements of various technical specifications of the State Environmental Protection Administration and the Provincial Environmental Protection Bureau, daily maintenance, calibration and repair of the equipment are carried out;

(3) Data acquisition unit: whether the monitoring data collected from the primary instrument and the data acquisition equipment are consistent, to ensure the synchronous transmission of the monitoring data from the primary instrument to the monitoring platform of environmental protection departments at all levels, and to ensure the normal operation of the data acquisition equipment;

(4) Monitoring station building unit: keep the monitoring station building clean and tidy, and ensure that the temperature, humidity, power facilities and safety facilities of sampling points in the station building meet the operation requirements of monitoring equipment;

(5) Calibration of monitoring instruments: the whole system is calibrated once a month to detect zero point, range, linear error and response time, so that the zero point gas is consistent with the paths (such as sampling probe, filter, scrubber and regulator) of standard gas and sample gas.

3. Video monitoring and network transmission unit

(1) Remote monitoring encoder, camera, front-end storage and transmission network alarm (daily);

(2) consistency check of encoder software version and configuration data check (once every quarter);

(3) Inspection of power supply, indoor, outdoor, temperature, humidity, lightning protection grounding and power cord interface, labeling, equipment working status and indicator information (once a quarter);

(4) Clean the video server and camera cover in the box (once every quarter);

(5) Fill in inspection records and write customer inspection reports (quarterly);

(6) Check the optical filling device and its timing settings, spare parts (excluding the equipment purchased by users themselves), tools, instruments and data sorting (once a month).

4, environmental monitoring center maintenance requirements

(1) Environmental protection departments at all levels need to establish a 24-hour duty system for monitoring centers;

(2) The specific maintenance technical requirements of the monitoring center shall be implemented with reference to the relevant requirements of Operation Specification of Zhejiang Environmental Monitoring Center (Trial) (Zhejiang Environment Development [2007] No.33).

(2) Sudden failure (emergency system)

1, monitoring (monitoring) instrument:

(1) system maintenance: the operation and maintenance company must respond within 2 hours after finding the fault or receiving the fault notice. If the problem cannot be solved remotely, it must be handled at the site within 12 hours after receiving the notice.

(2) Troubleshooting time: For some faults that are easy to diagnose, the operation and maintenance unit should directly bring spare parts to the site for targeted maintenance, and the troubleshooting time of such faults should not exceed 8 hours. For instrument failures that are difficult to diagnose or maintain and cannot be eliminated within 72 hours, the operation and maintenance unit will use standby machines to meet the monitoring requirements; When the monitoring system fails, the maintenance unit must adopt manual monitoring when necessary, and the manual monitoring period shall not be less than 1 time every 4 hours.

2. Transmission network and video monitoring: the time limit for fault response is 1 hour, and the time limit for fault repair is 48 hours (excluding the reasons for users to purchase equipment by themselves).

3. Environmental monitoring center: when a fault is found or notified, professional and technical personnel are required to go to the site for treatment within 24 hours; Equipment that cannot be eliminated within 72 hours should be replaced by standby equipment.

Fourth, guide the price.

Taking 3 years as an operation and maintenance cycle, the guide price of the operation and maintenance cost of the wastewater online monitoring system is 50,000 yuan/set/year (refers to a set of standard water quality online monitoring system, including TOC/COD analyzer, acidity meter, flowmeter, proportional bottle sampler, data collector, etc. ). If the main analytical equipment has been used for more than 3 years or is not in the recommended catalogue of the provincial bureau, it can be appropriately floated according to the actual situation, but it shall not exceed 15% of the guide price. The main expenses are as follows:

1. Consumables fee: 13530 yuan.

2. Spare parts fee: 8670 yuan.

3. Maintenance fee for instrument calibration and data accuracy: 9500 yuan.

4. On-site staff expenses: 7,000 yuan.

5. Average cost of laboratory and operation monitoring personnel: 5,000 yuan.

6. Management fee for technical support and evaluation: 265,438+050 yuan.

7. Vehicle use and depreciation expense: 3,950 yuan.

8. Computer depreciation expense: 200 yuan.

The guide price for the operation and maintenance of the exhaust gas online monitoring system is 85,000 yuan/set/year (refers to a set of standard flue gas online monitoring system, including flue gas (sulfur dioxide, nitrogen oxides, oxygen) online analyzer, temperature, pressure and flow comprehensive analyzer, flue gas detector, flue gas sampling and blowback system, PLC control system, data collector and so on. ). The system whose main analytical equipment has a service life of more than 3 years or is not in the recommended catalogue of the provincial bureau may be appropriately floated according to the actual situation, but it shall not exceed 15% of the guide price. The main expenses are as follows:

2. The cost of equipment spare parts is 35,700 yuan.

3. Maintenance fee for instrument calibration and data accuracy: 8,000 yuan.

4. The cost of on-site operation and maintenance personnel is 1 1600 yuan.

5. The average cost of operation monitoring personnel on duty is 2000 yuan.

6. The company's technical support and assessment management expenses are shared equally: 265,438+050 yuan.

7. The vehicle use and depreciation expense is 6 167 yuan.

8. Computer depreciation expense: 300 yuan.

The video and network transmission fees shall be implemented according to the document Guiding Opinions on the Construction of Pollution Source Online Monitoring System issued by Zhejiang Environmental Protection Bureau and Zhejiang Telecom Co., Ltd. on June 26th, 2007.

The operation and maintenance costs of the environmental monitoring center shall be solved by the environmental protection departments of the city, county and district.

Verb (abbreviation of verb) organizational structure

According to the principle of "unified operation and maintenance" of the Provincial Bureau and the spirit of relevant documents, the Provincial Academy of Environmental Sciences is responsible for establishing an operation and maintenance company (hereinafter referred to as "provincial operation and maintenance company") which integrates operation and maintenance and technical guidance, and is responsible for the operation and maintenance of the online monitoring system of pollution sources in the province.

The provincial telecom company uses the existing three-level network operation and maintenance organization and global eye service professional maintenance team to improve the environmental protection private network and video monitoring support response system and carry out operation and maintenance work.

The provincial operation and maintenance company has obtained the qualification certificate for the operation of environmental pollution control facilities issued by the State Environmental Protection Administration in accordance with the relevant regulations, followed the principle of "guaranteed capital and meager profit", and is responsible for establishing an operation and maintenance technical support system covering the whole province, establishing an operation and maintenance sub-center in 1 1 districts and cities, and setting up on-site operation and maintenance teams in counties (cities, districts) under the jurisdiction of districts and cities to meet the operation and maintenance needs. The provincial operation and maintenance company shall establish a technical support department and a management assessment department to support the operation and maintenance of the whole province, and be responsible for the technical support and guarantee of all kinds of monitoring equipment in the province and the service quality in the process of on-site operation and maintenance in various places; In addition to operating and maintaining the online monitoring system of pollution sources within its jurisdiction, the sub-centers of districts and cities also need to guide the work of the on-site maintenance teams of subordinate counties (cities, districts) and provide necessary technical support, and actively participate in all kinds of original factory technical training arranged by the provincial operation and maintenance company to improve their own technical level; County (city, district) on-site maintenance team should obey the command and dispatch of the provincial operation and maintenance company and the municipal operation sub-center, and complete the specific on-site implementation of the daily operation and maintenance of the online monitoring system of pollution sources within its jurisdiction.

The provincial operation and maintenance company must establish a perfect operation and maintenance management system, which should include job responsibilities, skill training assessment and technical assessment level assessment, laboratory operation, spare parts warehouse management/use, work assessment and so on. And formulate a separate accounting system for operation and maintenance funds to ensure that the operation and maintenance funds are earmarked and audited at the end of the year. To establish a complete employee skills training system, employees must obtain job training certificates and hold relevant certificates. According to the relevant requirements, do a good job in the annual inspection of post technical assessment.

Operation and maintenance mode of intransitive verbs

The provincial operation and maintenance company set up corresponding operation and maintenance (municipal) sub-centers in each district and city, and established an operation and maintenance team covering the county level through each district and city sub-center. Seven. evaluate

The operation and maintenance of pollution source online monitoring system will be included in the construction of ecological provinces in each district and city and the annual target responsibility assessment of provincial and municipal environmental protection bureaus.

The provincial environmental protection bureau shall assess the operation and maintenance qualification of the operation and maintenance unit. If the assessment is unqualified, it shall be ordered to make rectification within a time limit. Overdue rectification, in accordance with the relevant provisions of the state, to the license issuing agency to suspend, revoke its operating qualifications and other penalties, and forcibly cancel the agency's operation and maintenance qualifications in this province.

The municipal and county environmental protection bureaus are responsible for evaluating the operation status of the online monitoring system of pollution sources in the local area. The evaluation contents mainly include:

(2) Operation and maintenance unit: whether the operation and maintenance unit has established the corresponding management system; Whether the operation and maintenance personnel have post qualifications; Whether the monitoring data are completely uploaded to the monitoring platform of environmental protection departments at all levels; Whether the accuracy of monitoring data meets the relevant evaluation requirements; Whether regular comparison monitoring is carried out; Whether the technical documents for operation and maintenance are complete; Whether the response time is satisfied.

(3) Telecom company: front-end equipment access performance index requirements; Transmission network performance index requirements; Global ophthalmic service quality index and its requirements; Whether to establish an operation management system for operation and maintenance, and operate and maintain technical files; Whether to establish a spare parts library enough to support the operation and maintenance point.

(4) Environmental monitoring center: ensure the normal operation of all equipment such as data processing, storage and backup, multimedia display, emergency dispatch, video conference and network security.

Eight. Division of responsibilities

Responsible for the daily management, inspection and assessment of professional operation and maintenance institutions within their jurisdiction (including daily operation records, daily maintenance records, maintenance records, instrument verification certificates, calibration records and equipment ledgers), and regularly review the monitoring data of online monitoring system reported by operating units.

3. Responsible for the regular sampling and calibration of online monitoring equipment (the laboratory comparison monitoring of key pollution sources controlled by the state and those controlled by the province is once every quarter, and those controlled by the province are once every six months), and the irregular sampling and calibration of various instruments are usually carried out. The calibration work can be entrusted to a qualified environmental monitoring agency (the thermal power plant with a total installed capacity of 300,000 kW/h is entrusted to the provincial environmental monitoring center for implementation), including: field comparison test, quality control sample test, audit and inspection of operation data and daily operation records, etc.

4. Be responsible for the supervision and inspection of the operation, maintenance and monitoring data integrity rate of the online monitoring system, and punish the sewage units that fail to build or dismantle, leave idle, shut down and operate the online monitoring system of pollution sources abnormally according to law.

5. Environmental protection departments at all levels are responsible for the operation and maintenance of their respective monitoring centers, and are responsible for the daily supervision and annual assessment of video networks and monitoring centers under their jurisdiction.

(3) Job responsibilities of the telecommunications company

The operation and maintenance scope of online video monitoring system for pollution sources refers to the global eye platform, transmission network and video terminal equipment to ensure its normal and stable operation.

Nine, time requirements

Take the city and county (city, district) as the unit, and complete the signing of the operation and maintenance contract of all pollution sources online monitoring systems within the jurisdiction before the end of March 2008. In 2007, the newly installed (or modified) online monitoring system must be operated according to the principle of "one is mature, one is accepted, one is signed by an operation and maintenance contract, and one is taken over by an operation and maintenance unit". The online monitoring system of the new project will be handed over to a qualified operation and maintenance unit for operation and maintenance in the month of acceptance.

Local environmental protection departments should actively seek local financial support, implement the operation and maintenance subsidy policy as soon as possible, and strive to include the operation and maintenance expenses in the financial budget of the government at the corresponding level.
