Medical and health service institutions include:
(1) hospitals (including public hospitals and social hospitals);
(2) primary health care institutions (including township health centers, community health service centers, village health clinics, infirmaries, outpatient clinics, etc.);
(3) professional public ****health institutions (including disease prevention and control agencies, integrated Supervision and law enforcement agencies, maternal and child health services, emergency centers, blood stations, etc.). Article 3 These Regulations shall apply to the planning and construction of medical and health facilities in the administrative area of the city. Article 4 The planning and construction of medical and health facilities shall be guided by the principles of integrated arrangement, coordinated development, rational layout, complementary construction and convenience for the masses. Article 5 the municipal people's government unified leadership in the administrative region of the planning and construction of medical and health facilities.
District (city) county people's government in accordance with the provisions of the authority responsible for the planning and construction of medical and health facilities within the administrative region.
Development and reform, finance, land and housing, urban and rural planning, urban and rural construction and environmental protection and other relevant authorities shall, in accordance with these regulations and their respective responsibilities, do a good job related to the planning and construction of medical and health facilities.
Dispatching agencies of the municipal people's government with administrative functions shall do a good job in the construction of medical and health facilities in the region in accordance with the authorization. Article 6 The municipal health department shall, in conjunction with the same level of urban and rural planning and other relevant authorities, according to the local national economic and social development planning, urban master plan and regional health planning, organization and preparation of medical and health facilities planning in the administrative region. Article 7 The planning of medical and health facilities shall include the following contents:
(1) planning objectives, principles, duration and scope;
(2) the overall layout of medical and health facilities;
(3) the layout of various types of medical and health facilities;
(4) the functions, number and construction scale of various types of medical and health facilities;
(5) the planned land area and configuration of various types of medical and health facilities. Medical and health facilities planning land area and allocation standards;
(vi) safeguard measures;
(vii) other relevant contents. Article 8 The preparation of medical and health facilities planning, in accordance with the relevant national technical specifications and standards, based on the number and size of the population served in the administrative region, taking into account the state of economic development, geographic conditions, the level of medical and health services, as well as traditional Chinese medical care, the application of new medical technologies, health care and health care and other demand for medical and health care facilities, and other factors, and rationally plan for the allocation of medical and health resources and layout. Article IX hospital planning shall meet the following requirements:
The city based on the number of resident population, one to two city-run general hospitals for every one million to two million people planning.
Districts (cities) and counties shall plan a county-run general hospital in the administrative area.
County (city) should plan a county-run Chinese medicine hospital in the administrative region.
The city in accordance with the resident population per 1,000 people no less than one point five beds for social hospitals to reserve planning space. Article 10 urban community health centers, township health centers, village health clinics and other primary health care institutions should be selected convenient transportation, dense population, residents can easily access the regional planning, and meet the following requirements:
(a) each street office area or every 30,000 to 100,000 of the city's population in the area of the planning of a government-organized community health service centers;
(b) each township to plan at least one community health service center. (ii) at least one government-organized township health center is planned for each township;
(iii) at least one government-organized or collectively-owned village health office is planned for each administrative village. Article 11 The planning of professional public ****health institutions shall conform to the following requirements:
(1) the city shall plan a blood center and a nuclear radiation emergency treatment base;
(2) the city and district (city) counties shall each plan a disease prevention and control center and a maternal and child health service institution within their own administrative areas;
(3) the city and county (city) shall plan an emergency center within their administrative regions.
The layout planning of other specialized public ****health institutions shall be carried out in accordance with relevant regulations. Article XII of the relevant departments and units shall cooperate with the preparation of medical and health facilities planning, according to the needs of planning, timely submission of relevant basic materials. Article 13 The municipal people's government shall include funding for the preparation of medical and health facilities planning in the financial budget at this level. Article 14 The draft planning of medical and health facilities shall be announced, and take the argumentation, hearing or other ways to solicit experts and the public opinion. The announcement shall not be less than thirty days.
The municipal health and family planning department shall fully listen to experts, the public's views, and in the materials submitted for approval attached to the adoption of views and reasons. Article 15 The competent department of health planning in the city shall submit the planning of medical and health facilities prepared by the organization to the municipal people's government for approval.
Approved health care facilities planning shall be promptly announced to the community for implementation.
