Categories of hospital hosting

According to the Guiding Opinions on the Reform of the Medical and Health System in Cities and Towns designated by the State Council's Reform Office and eight other departments***, China's medical institutions are managed in categories, and the ways and means of hospital trusteeship are not the same.

For non-profit hospitals that have not yet completed the reform of the property rights system, in adhering to the nature of the hospital, functions, affiliation, national policies for non-profit hospitals "four unchanged" under the principle of the main implementation of the management of trusteeship, in the absence of changes in property rights belonging to the conditions of the direct reorganization of the hospital's assets and other elements of the reorganization and flow, to achieve the optimal allocation of resources, broaden the scope of the foreign exchange rate, and to achieve the optimal allocation of resources. To achieve the three major purposes of optimizing the allocation of resources, broadening the channels for the introduction of foreign capital and increasing the value of assets, so as to seek an effective and reasonable economic return on the overall value of hospital assets. At the same time, it helps the trustee hospital to establish a professional management platform suitable for the current situation of hospital management, and on this basis, it helps the hospital to cultivate a group of management teams with professional management qualities, and at the same time, it guides the hospital to rationally improve the current situation of hospital operation and management of the trusteeship service mode.

For for-profit hospitals with clear property rights, operational trusteeship is implemented, i.e., with certain operational targets as the goal, to help hospitals achieve the current operational targets, and to establish a professional management platform suitable for the management needs of the trustee hospitals' operational mode.
