The monthly minimum wage standard applies to workers in full-time employment. Items included in the minimum wage standard include hourly wages, piece-rate wages, performance-based wages, wages paid under special circumstances, etc., which are included in the total wages stipulated by the state, and pension insurance, unemployment insurance, medical insurance and housing provident fund which should be paid by the workers individually according to the regulations; the hourly minimum wage standard is applicable to part-time workers who are mainly paid on an hourly basis, and who generally work an average of no more than 4 hours per day and an aggregate of no more than 24 hours per week in the same employing unit. The hourly minimum wage standard applies to part-time workers who are paid mainly on an hourly basis and who generally work no more than four hours a day and no more than 24 hours a week in total at the same employer. In addition to the components of the monthly minimum wage standard, the hourly minimum wage standard also includes the basic pension insurance and basic medical insurance premiums that should be paid by the employer for the worker.

It is understood that the provincial minimum wage standard applies to enterprises, private non-enterprise units, individual industrial and commercial households with employees and workers with whom labor relations are formed within the administrative area of the province. State organs, institutions, social organizations and the establishment of labor contracts with the workers in accordance with the implementation.
