The Conference on Security and Cooperation in Europe (CSCE) is an international conference for European countries and non-European members of the North Atlantic Treaty Organization to discuss European security and cooperation. 1973 started in Helsinki, Finland in July. Thirty-three European countries, the United States and Canada attended the meeting. Albania refused to attend the meeting.
