There are 591 national poverty-stricken counties (including county-level administrative units districts, flags and county-level cities) in the country***. The state has set up a national standard for poor counties in order to support poor areas, and the qualifications have been recognized by the State Council's Leading Group Office of Poverty Alleviation and Development, and the approval process*** has been carried out three times. Minority autonomous regions have different assessment standards, called the national autonomous areas of national poverty alleviation work key counties.
State-level poverty counties are located in 17 provincial-level administrative regions across China, with Tibet Autonomous Region having the most, followed by Yunnan, Guizhou, Henan, Hubei, Shaanxi, Gansu, Shanxi, Hebei, Guangxi Zhuang Autonomous Region, Inner Mongolia Autonomous Region, and Xinjiang Uygur Autonomous Region.
Nine provinces, autonomous regions and municipalities across the country applied to the State Council's Leading Group of Poverty Alleviation and Development for the withdrawal of 28 poor counties in 2016. [2]
