The state has implemented a licensing system for ICPs providing Internet information services (ICPs mainly refer to the use of online advertisements, production of web pages on behalf of the leasing of server memory space, colocation, and the provision of specific information content for a fee, e-commerce, and the provision of information services, (Operational ICPs mainly refer to those that generate income from online advertisements, webpage production, server memory space rental, hosting, paid provision of specific information content, e-commerce and other online application services, etc.).
Application requirements:
(1) The operator is a company established by law.
(ii) have the capital and professional staff appropriate to carry out business activities.
(iii) Have the reputation or ability to provide long-term services to users.

Application materials:

(ii) ICP filing registration form.
(iii) A copy and photocopy of the company's enterprise legal person business license with the company's official seal.
(iv) Company profile. Including the basic situation of the company, personnel, sites and facilities to be engaged in value-added telecommunications business.
(v) Financial report or capital verification report of the company audited by a CPA firm in the past year (new companies only provide capital verification report).
(vi) Articles of Incorporation, shareholding structure of the company and relevant information on shareholders.
(vii) engaged in news, publishing, education, health care, pharmaceuticals and medical devices and other Internet information services, should be submitted to the relevant competent authorities for pre-approval of the review and approval documents.
(viii) engaged in the operation of ICP business feasibility report (including business service projects, scope, business market forecasts, investment and benefit analysis, development planning, project planning, expected quality of service, fees and standards) and technical programs (including network profile and structure, networking, network selection of technology and standards, equipment configuration, etc.).
(ix) Provide users with long-term service and quality assurance measures. (Including follow-up funds ICP guarantee, technical force guarantee, business operation guarantee, built-in management mode).

(xi) access to basic telecommunications carriers to prove that the server hosting agreement (expected service guarantees).
