3.4 Extraordinary Environmental Pollution and Damage Accidents
Anyone who meets one of the following circumstances shall be considered an extraordinary environmental pollution and damage accident:
3.4.1 Direct economic loss of 100,000 yuan or more due to pollution or damage;
3.4.2 Significant symptoms of intoxication or radiation injuries to the population;
3.4.3 Death of people by poisoning;
3.4.5 Normal activities of the local economy and society are seriously affected due to environmental pollution;

3.5 Confirmation of Accidents
