Can ordinary headphones pass the three-level listening test?

You can't. According to the notice of Band 3 Listening Test, ordinary headphones cannot be used as headphones for Band 4 and Band 6 Listening Tests. The headphones required for Band 4 and Band 6 National Listening Tests, including listening tests, must be adjustable in frequency, that is, headphones with FM mode (radio mode) are needed.
