1 Purpose1.1 In order to strengthen the safety management of overhaul work, to ensure the personal safety and health of overhaul operators, and to prevent accidents from occurring, this system is hereby formulated.2 Scope of application2.1 This system applies to all overhaul and maintenance operations within the Company.3 Responsibilities3.1 The Safety Management Department is responsible for the formulation of this system and has the responsibility of supervision and management throughout the operation process.3.2 Responsible person in charge of each workshop, management personnel in accordance with the system in the inspection and maintenance operations in the process of conscientious implementation of this system.4 Safety responsibilities of the guardian4.1 Clearly guarded personnel and the scope of guardianship.4.2 Before work to the guardian of the safety measures, informed of the danger points and safety precautions.4.3 Supervision of the guardian to comply with the regulations and site safety measures, and timely correction of unsafe behavior.5 Safety requirements for guardianship work5.1 The guardian must have safety training through the post operation certificate or guardianship qualification as a person, at least once a year for professional safety training and examination. The guardian should understand the production process of the guardianship area or position, be familiar with the process operation and equipment condition, must have a strong sense of responsibility and the ability to deal with unexpected accidents, and be able to deal with the problems correctly.5.2 The guardian should check the implementation of the safety measures and check the situation of the site one by one, and take timely measures when abnormalities are detected in the process of guardianship, and take measures when guardianship is in progress, under the guidance of the safety technicians and the leaders of the unit. The guardian should take timely measures, wear obvious signs when guarding, and shall not leave the site or engage in things not related to the work during the process of guarding, and the site operators are within the line of sight of the guardian.5.3 When it is found that the guardianship part is not in conformity with the work permit or the safety measures are not implemented, the guardian should stop the relevant work immediately. When the operation appears abnormal situation, the guardian should ask to stop the related operation, and when the operator does not listen to the discouragement, he/she should take back the operation notice or operation permit and report to the relevant leaders immediately.5.4 After completing the procedure of work permit, the full-time guardian and the person in charge of the work should explain the content of the work, the division of labor among the personnel, the electrically charged parts and the on-site safety measures to the members of working team, inform about the dangerous points, and carry out the confirmation procedure before the work can be started. Only then can the work begin. The guardian and the person in charge of the work shall always be at the work site, carefully supervise the safety of the work shift members, and correct the unsafe behaviors in time.5.5 For the work that has the danger of electric shock, or the construction is complicated and prone to accidents, additional full-time guardians shall be set up.5.6 The full-time guardian shall not do other work at the same time. When the full-time guardian temporarily leaves, he/she must notify the person under guardianship to stop working or leave the work site, and resume work only after the full-time guardian returns.5.7 Equipment reset after the end of operation guardianship. At the end of daytime operations when personnel are off duty, the operator is instructed to reset the relevant equipment. Electrical equipment will be disconnected from the power supply, and the welding machine will be well protected against rain at night. At the end of the whole work, all the temporary equipment is required to be dismantled and removed.6 Management contents of guardianship work6.1 When lifting heavy weight less than 40 tons lifting operation, the department where the equipment is located or maintenance equipment department of the workshop equipment officer as a full-time guardian; lifting operation from the bridge, cables, furnace gas conveying pipeline, compressed air pipeline and nitrogen and other pipelines within 3 meters of the equipment, the department where the equipment is located or maintenance equipment department of the workshop safety officer as a full-time guardian. Equipment department of the workshop safety officer as a full-time guardian; lifting the weight of heavy objects greater than or equal to 40 tons to less than or equal to 80 tons of lifting operations, equipment where the department or repair equipment department of the workshop director or equipment section equipment officer as a full-time guardian; lifting the weight of heavy objects greater than 80 tons of lifting operations, the plant in charge of safety and production leadership, equipment where the department and repair equipment department of the plant director, safety Section Director and Dispatch Director are present at the site, and the Director of the branch plant or the Director of the Equipment Section shall act as the full-time guardian. 6.2 When the height of the operation is between 2 meters and 5 meters, the safety officer of the workshop of the department where the equipment is located or the department that repairs and maintains the equipment shall act as the full-time guardian; when the height of the operation is between 5 meters and 15 meters, the Director of the workshop of the department where the equipment is located or the department that repairs and maintains the equipment shall act as the full-time guardian; and if the height of the operation is between 15 meters and 30 meters, the workshop safety officer shall act as the full-time guardian. When the height of the operation is more than 30 meters, the director of the branch plant or the safety officer of the safety section shall be the full-time guardian; when the height of the operation is more than 30 meters, the factory supervisor in charge of safety and production, the director of the branch plant, the director of the safety section and the director of the scheduling department shall be responsible for the operation on the spot, and the director of the safety section shall be the full-time guardian. 6.3 The special level of pyrotechnic operation shall be supervised by the director of the branch plant or the staff of the safety section as the full-time guardian, and the first level of pyrotechnic operation shall be supervised by the director of the department where the equipment is located or the workshop director of the maintenance equipment department.
