The new regulations will be implemented on March 1 day. What are the specific regulations? What does it have to do with ordinary people?

From March 1 day, a large number of new regulations will be promulgated and implemented, specifically: Administrative Measures for Mutual Recognition of Test Results of Medical Institutions, Physician Law, Rules for Online Operation of People's Courts, Regulations on Reporting, Investigation and Handling of Accidents of Special Equipment, Regulations on Registration of Market Subjects in People's Republic of China (PRC), and Prohibition of Using Personal Payment Codes for Business Purposes. These new laws and regulations involve personal finance, medical care, civil litigation and other aspects, which are closely related to ordinary people and will play a role in regulating and guiding the daily behavior of the public.

Generally speaking, the promulgation and implementation of new laws and regulations is to formulate laws that meet the needs of future development on the basis of long-term investigation and study, from the perspective of safeguarding the rights and interests of the masses and from the direction of facilitating the people and ruling by law. Once the new laws and regulations are promulgated, enterprises, citizens and the government will implement their own behaviors in accordance with the new laws. However, when there is a conflict between the old law and the new law, the new law will generally be clearly defined in the promulgated provisions, otherwise the legal principles will be followed.

The new law can also regulate people's behavior in the past. In the past, people could use their own WeChat and Alipay as commercial payment codes, and a large number of phenomena did not conform to commercial practices, such as illegally using personal payment codes to engage in illegal activities such as online gambling and online fraud. After March 1, people will be restricted from using personal receiving codes to engage in such commercial activities. Doing so can effectively prevent criminals from using this to achieve the purpose of personal money laundering.

The implementation of the new law is more convenient for people to safeguard their rights according to law. In the past, when people brought a lawsuit to the court, they needed to attend the litigation activities in person. Due to the requirements of the construction of smart courts and judicial convenience work, the Rules for the Online Operation of People's Courts, which came into use after March 1, put online and offline litigation activities in an equally important position. With the consent of both parties, legal, voluntary and reasonable principles can be adopted to transfer litigation and mediation from offline to online, and the legal documents issued are valid.
