Article 1 In order to mobilize and organize citizens to donate blood without compensation, to ensure that the medical clinical blood needs and blood donors, the use of health, according to the relevant laws and regulations, combined with the actual situation in this city, the formulation of these regulations. Article 2 These regulations shall apply to gratuitous blood donation and related activities within the administrative area of the city. Article 3 The municipal people's government unified leadership within the administrative area of the city's blood donation work, to ensure that the blood supply and collection of technical personnel in line with national regulations, the blood donation work funds into the budget management, the development of blood donation work planning, to strengthen the publicity of blood donation, the organization of the relevant departments *** with the work of blood donation.

People's governments of counties (cities) and districts are responsible for mobilizing and organizing the blood donation work in their respective jurisdictions, setting up emergency blood donor teams, incorporating the funds for work related to blood donation into the budget management, and ensuring the implementation of the construction plan for the fixed and mobile blood donation sites and the development of related work. Article 4 The municipal health administrative department is the competent authority for blood donation work in the city, and is responsible for the supervision and management of blood collection, use and blood quality and safety, as well as the management of blood transfer.

Counties (cities) and districts are responsible for the work related to blood donation in their own jurisdictions in accordance with the division of responsibilities. dense and other conditions;

(c) urban management and law enforcement departments and public security traffic management departments shall ensure that mobile blood donation points are set up in areas with convenient transportation and dense flow of people, and provide convenient conditions for the collection of blood and blood collection vehicles to stop;

(d) municipal public utilities authorities shall cooperate in the construction of supporting facilities related to fixed blood donation points;

(e) The competent departments of education and schools shall incorporate scientific knowledge of blood donation into the content of students' health and hygiene education;

(vi) trade unions, ***productivist youth league, women's federation, the Red Cross and other groups, community residents' (villagers') committees, and enterprises and institutions shall actively participate in, and promote, the donation of blood in accordance with the law;

(vii) the media, such as radio, television, newspapers, the Internet, and the public * ** places of advertising media and bulletin boards shall carry out blood donation of public welfare publicity, timely release of relevant information. Article 6 The municipal people's government shall, according to the use of blood, organize and carry out "blood donation month", "blood donation week" and other concentrated blood donation activities.

State organs, organizations, enterprises, institutions, colleges and universities shall be in the "blood donation month", "blood donation week" activities or according to the situation of blood mobilization and organization of the relevant personnel to participate in blood donation. Article VII of the municipal health administrative department shall formulate emergency plans for blood collection and supply, into the municipal people's government emergency management system.

There is a shortage of blood and emergency blood, the municipal people's government shall, in accordance with the requirements of the emergency plan for blood collection and supply of graded release of early warning information; counties (cities), district people's governments and the relevant units should be mobilized in accordance with the requirements of the mobilization and organization of blood donations; the municipal health administrative department shall implement the blood management mechanism in emergency situations. Article 8 Citizens' blood donation age, blood donation interval and blood donation quantity shall be implemented in accordance with relevant national and provincial regulations. Article 9 The blood donated without compensation must be used for clinical purposes.

It is prohibited for any unit or individual to buy or sell blood donated without compensation.

It is prohibited to donate blood under false names.

It is prohibited for blood donors with high-risk behavior to take medication and other concealment means to donate blood maliciously. Article 10 If a blood donor who donates blood in the city and his/her spouse, parents and children use blood for clinical purposes, the blood shall be used free of charge in accordance with the following provisions, and the amount of free blood shall be calculated cumulatively:

(1) If the cumulative total amount of whole blood donated is less than 1,000 milliliters or less than five therapeutic quantities of platelets extracted singly, the donor shall be entitled to the free use of blood for two times the amount of blood donated, and his/her spouse, parents and children shall be entitled to the free use of blood for the equivalent of the amount of blood donated;

(2) If the total amount of whole blood donation is 1,000 milliliters to 2,000 milliliters or 5 to 10 therapeutic volumes of single-recipient platelets (both inclusive), the donor shall be entitled to free blood for three times of the donated volume, and his/her spouse, parents, and children shall be entitled to free blood for the same amount of the donated volume;

(3) If the total amount of blood donation is more than 10 times, the donor shall be entitled to free blood for the rest of his/her life, and his/her spouse, parents and children can enjoy free blood in twice the amount of donated blood;

(d) in case of the death of a blood donor, the free blood enjoyed by his/her spouse, parents and children will not be affected;

(e) under the same clinical situation, blood donors will be given priority in using blood.

Whole blood and single platelets can be cumulatively counted, and 1 therapeutic amount of single platelets is counted as 200 ml of whole blood. Article 11 The Jilin Red Cross Central Blood Station (hereinafter referred to as the Central Blood Station) is the only legal blood collection and supply institution within the administrative area of the city. Its main duties are:

(1) to set up fixed and mobile blood donation points in the city, counties (cities) and districts in accordance with the relevant planning and requirements, and to provide blood donors with a safe and hygienic environment as well as facilities and equipments for blood collection in compliance with the relevant standards;

(2) to carry out the recruitment of blood donors, the collection and preparation of blood, its storage, the supply of clinical blood and the operational guidance on the use of blood, etc., in accordance with the requirements of the higher-level administrative departments of health within the prescribed scope. supply, storage, clinical use of blood, and operational guidance on the use of blood;

(3) to undertake the quality control as well as operational training and guidance of the Baidian Substation of Jilin Central Blood Station (hereinafter referred to as Baidian Substation) and the sub-banks of blood storage;

(4) to undertake the centralized testing of collected blood.

Huadian Substation is responsible for blood collection, preparation, storage, and clinical blood supply in its jurisdiction.

Other units and individuals shall not engage in blood collection and supply activities.
