This standard specifies the water quality of sewage discharged into urban sewers, sampling and monitoring requirements, applicable to the discharge of sewage into urban sewers drainage households and individuals drainage safety management.
This standard according to the degree of treatment of sewage treatment plant at the end of urban sewers, the control project limits are divided into A, B, C three levels. Among them, when the sewage treatment plant at the end of urban sewers adopts regeneration treatment process, the sewage takeover standard is implemented A standard; when the sewage treatment plant at the end of urban sewers adopts secondary treatment process, the sewage takeover standard is implemented B standard; when the sewage treatment plant at the end of urban sewers adopts primary treatment process, the sewage takeover standard is implemented C standard.
If there is no sewage treatment facility at the end of the sewer, the discharge of sewage pollutants shall be based on its final destination to implement the current national and local standards for the discharge of pollutants, and shall comply with the provisions of the C level.
Drainage of outdoor sewage water quality can not meet the corresponding limits of this standard, the sewage must be pre-treatment, not dilution method to reduce the concentration of discharged into the town sewers.

Legal Basis
Regulations on Drainage and Sewage Disposal in Towns and Villages
Article 21 Enterprises engaging in industrial, architectural, catering and medical activities (hereinafter referred to as enterprises) and individual businessmen (hereinafter referred to as individual businessmen) are subject to the provisions of the Regulations. Institutions, individual industrial and commercial households (hereinafter referred to as drainage households) to urban drainage facilities to discharge sewage, shall apply to the competent department of urban drainage to obtain a license to discharge sewage into the drainage network. The competent urban drainage department shall, in accordance with relevant national standards, focusing on matters affecting the safe operation of urban drainage and sewage treatment facilities for review.
Drainage households shall discharge sewage in accordance with the requirements of the license to discharge sewage into the drainage network.
Article 29 The maintenance and operation of urban sewage treatment facilities shall ensure that the quality of effluent water in line with national and local regulations of the discharge standard, shall not discharge substandard sewage.
Maintenance and operation of urban sewage treatment facilities shall be in accordance with the relevant provisions of the state testing the quality of incoming and outgoing water, to the competent department of urban drainage, the competent department of environmental protection, sewage treatment of water quality and quantity of water, the main pollutants, such as the reduction of information, and in accordance with the relevant provisions of the maintenance and operation of the contract, the competent departments of the town of urban drainage to the cost of production and operation of such information.
The maintenance and operation of urban sewage treatment facilities should be in accordance with the relevant provisions of the state to the competent authorities in charge of prices to submit relevant cost information.
The competent urban drainage department to approve the operating costs of urban sewage treatment, should take into account the reduction of major pollutants.
