China's pharmaceutical production and circulation enterprises have long adopted a planned economy model. Although great achievements have been made since the reform and opening up, there are still some obstacles. For example, the order of the pharmaceutical market is not standardized, and the pharmaceutical market is diversified, forming the main body of the domestic pharmaceutical market; The reform of medical institutions, urban workers' medical system, drug prices and drug circulation system has just started, and the corresponding policies and regulations have not yet been matched. This has indeed caused obstacles to the application of medical e-commerce.
2.2 Drug logistics and distribution is slow
At present, China's logistics distribution is backward, and the level of logistics management and control can't keep up with the pace of e-commerce, which is the most discussed issue about medical e-commerce. The cost of EMS express delivery is too high when the sales volume is small, and many relevant departments are not interested. However, the implementation environment of other modes is far behind in terms of the existing technology and conditions in China, and it is difficult to operate.
2.3 E-commerce implementation conditions are poor
E-commerce requires users to have multifunctional information equipment and be able to access the Internet quickly and reliably. However, China's network infrastructure is backward, which is far from meeting the requirements of e-commerce development. From the inside of the industry, due to the short time of informatization construction in China's pharmaceutical industry, although some large pharmaceutical enterprises such as Tongrentang and Guangyao have realized ERP (Enterprise Resource Management), the informatization level of most enterprises is still very low, which seriously restricts the development of pharmaceutical e-commerce. The weak e-commerce awareness of enterprises and consumers has seriously restricted the development of e-commerce. Taking Tianjin as an example, nearly 4,000 state-owned enterprises have been connected to the Internet. However, when the first batch of 132 famous brand enterprises were mobilized to go online, only 40 enterprises responded. Therefore, when developing medical e-commerce, network operators must consider how to make users become real winners. Only in this way can medical e-commerce survive.
2.4 Electronic money payment difficulties
The technological progress of the Internet is creating a brand-new business model. Consumers and enterprises can easily buy products and services in their homes and offices all over the world. When users choose the products or services they want to buy, they need an acceptable payment method. In China, credit card payment is not popular, and the online payment system of banks is not perfect, so it is difficult for consumers to use credit card as a means of payment for online shopping.
