1. Scientifically and accurately divide risk areas. High-risk areas should be delineated based on buildings, units, floors, and households, and should not be expanded to residential areas, communities, towns (streets) and other areas at will. In non-high-risk areas, the movement of people must not be restricted, and work and production must not be suspended. It is strictly prohibited to block fire escapes, unit doors, and community doors in various ways to ensure that people have smooth access to go out for medical treatment, emergency evacuation, etc. Implement quick sealing and quick unblocking of high-risk areas, and high-risk areas with no new infections for five consecutive days must be unblocked promptly;

2. Continuously optimize nucleic acid screening. Narrow the scope of nucleic acid testing, reduce the frequency of testing, and no longer carry out nucleic acid testing for all employees in society. Public medical and health institutions will be the main ones to set up reasonable nucleic acid testing sampling points to provide convenient testing services. For employees in high-risk positions and personnel in high-risk areas, the relevant regulations on nucleic acid testing will be implemented by their respective jurisdictions and units. Other personnel will conduct nucleic acid testing in accordance with the principle of "test if you are willing to do so", or they may conduct antigen testing on their own. No nucleic acid test negative certificate will be required when entering shopping malls, supermarkets, hotels, restaurants and other public places and market entities, and taking public transportation;

3. Adjust external prevention measures in a timely manner. All transportation quarantine checkpoints will no longer check negative nucleic acid test certificates and health codes for people traveling across regions, and will no longer conduct landing inspections. Implement a reporting system for spillover personnel in high-risk areas, and conduct home or centralized health monitoring for five days;

4. Optimize and adjust isolation methods. Asymptomatic infected persons and mild cases who are eligible for isolation are generally quarantined at home for 7 days, or they can voluntarily choose to be quarantined at a centralized facility for 7 days. Health monitoring should be strengthened during home isolation or centralized isolation. On the 6th and 7th day of isolation, the patient should be released from isolation if the Ct value of the nucleic acid test is ≥35 for two consecutive days. If the condition worsens, the patient should be transferred to a designated hospital for treatment in a timely manner. Close contacts who are eligible for isolation shall be quarantined at home or in centralized quarantine for 5 days, and will be released from isolation after the nucleic acid test is negative on the fifth day; 5. Ensure the basic medication needs of the people. Pharmacies must operate normally and must not be closed at will. Certificates of negative nucleic acid tests are no longer required when entering pharmacies, and people must not be restricted from purchasing online or offline over-the-counter drugs such as antipyretic, cough suppressant, antiviral, and cold treatment drugs. Give full play to the prevention and control role of traditional Chinese medicine, organize the production and supply of traditional Chinese medicine anti-epidemic preparations, actively promote the "Dingxi Anti-epidemic Prescription", and comprehensively improve the people's autoimmune ability;

The health administration department of the State Council is responsible for the prevention and control of infectious diseases and its supervision and management nationwide. The health administrative departments of local people's governments at or above the county level are responsible for the prevention and control of infectious diseases and their supervision and management within their respective administrative regions.

Other departments of the people's governments at or above the county level are responsible for the prevention and control of infectious diseases within their respective scopes of responsibility.

The prevention and control of infectious diseases in the military shall be handled in accordance with this Law and relevant national regulations, and shall be supervised and managed by the health authorities of the Chinese People's Liberation Army.

Article 7

Disease prevention and control institutions at all levels are responsible for infectious disease monitoring, prediction, epidemiological investigation, epidemic reporting and other prevention and control work.

Medical institutions are responsible for the prevention and control of infectious diseases related to medical treatment and the prevention of infectious diseases within their areas of responsibility. Under the guidance of disease prevention and control institutions, urban communities and rural grassroots medical institutions are responsible for the corresponding infectious disease prevention and control work in urban communities and rural grassroots.
