(d) Organizing the formulation of unified urban and rural medical insurance catalogs and payment standards for medicines, medical consumables, medical service items and medical service facilities, establishing a dynamic adjustment mechanism, formulating rules for negotiating access to medical insurance catalogs and organizing their implementation. (e) To organize the formulation of policies on the prices of medicines, medical consumables, medical service items and charges for medical service facilities, establish a mechanism for the reasonable determination and dynamic adjustment of the prices of medical services paid for by the medical insurance scheme, promote the establishment of a market-led mechanism for the formation of prices for social medical services, and set up a system for the monitoring of pricing information and the release of information. (vi) To formulate bidding and purchasing policies for drugs and medical consumables and supervise their implementation, and to guide the construction of bidding and purchasing platforms for drugs and medical consumables. (vii) To formulate agreements and payment management methods for designated medical institutions and organize the implementation thereof; to establish and improve the medical insurance credit evaluation system and information disclosure system; to supervise and manage medical service behaviors and medical expenses included in the scope of medical insurance; and to investigate and deal with violations of laws and regulations in the field of medical insurance in accordance with the law. (viii) Responsible for the management of medical insurance administration, public **** service system and information construction. It organizes the formulation and improvement of policies for the management of medical care and settlement of expenses in other places. It establishes and improves the system of transferring and continuing medical insurance relations. To carry out international cooperation and exchanges in the field of medical insurance. (IX) To accomplish other tasks assigned by the CPC Central Committee and the State Council. (j) Functional transformation. The State Medical Security Bureau shall improve the unified basic medical insurance system for urban and rural residents and the major disease insurance system, establish and improve a multi-level medical security system covering the whole population and integrating urban and rural areas, continuously improve the level of medical security, ensure that the medical insurance funds are reasonably utilized in a safe and controllable manner, and push forward the reform of the "three-medicine linkage" among medical care, medical insurance and medicine to better protect the people's medical needs and alleviate the burden of medical care on the public. (j) Promoting the reform of the "three-medicine linkage" between medical care, medical insurance and medicine, so as to better safeguard the people's demand for medical care and reduce the burden of medical costs.
