File numbering planning should follow the principles of uniqueness, rationality, stability, expansibility and simplicity.
Because the management and arrangement methods of government archives are different from those of archives, archives should arrange the archives entering the library, which includes the procedures of clan division, classification, file arrangement, file number compilation and catalogue compilation.
