The scope of commodities under special control shall be implemented in accordance with state regulations. Article 6 The purchasing power index of social groups shall not be calculated when an enterprise or enterprise-managed institution purchases equipment, articles and equipment directly used for production, operation and natural science research; But for administrative management, it is necessary to calculate the purchasing power index of social groups. Seventh to control the purchasing power of social groups, the management measures of planned management, index control, special approval and fixed-point supply shall be implemented. Article 8 The provincial procurement control office shall, according to the purchasing power control indicators of social groups approved by the state, formulate specific distribution plans by regions and departments, and issue them to the competent departments of municipalities (administrative offices), provinces (in Kazakhstan) and relevant departments of Zhongzhi (in Kazakhstan) for implementation respectively. Other local units directly under the provincial government and the central government, as well as local units stationed in our province from other provinces and cities, all their control indicators are included in the general indicators of local stationing, and are uniformly distributed by the local control purchase office.
The procurement control and management of units below the county level (including township enterprises and urban street enterprises with less than 200 people) shall be separately stipulated by the provincial procurement control office. Article 9 The city (administrative office) and county control purchase office shall, according to the annual control index issued by the provincial control purchase office, verify the maximum amount of non-productive goods purchased by social organizations in this city (administrative office) and county once a year. Social organizations should implement the allocation of control indicators to user departments. The user department shall, according to the approved quota, prepare the procurement plan for non-productive goods, and shall not exceed the quota when purchasing. Article 10 When a social organization applies for the purchase of specially controlled goods, it shall fill in the Application Form for the Purchase of Specially Controlled Goods (the purchase of cars and buses shall also have a quota certificate and a supply certificate), and after the approval of the competent department and the consent of the financial department at the same level, the financial department of the unit shall report it to the control purchase office for examination and approval according to the examination and approval authority. Eleventh social groups due to special needs, by the relevant state departments to allocate indicators to buy from the market (including homemade processing) or by the relevant state departments directly allocated special control goods, must go through the examination and approval procedures in accordance with the provisions, before buying. Twelfth units owned by the whole people have purchased special control goods, after the transfer, renewal, loss, scrap, need to buy again, should first obtain the consent of the state-owned assets management department at the same level, and then go through the examination and approval procedures in accordance with the provisions. Thirteenth wholly foreign-owned, Chinese-foreign cooperative enterprises and foreign-funded enterprises to buy goods under special control, do not implement index control, but should fulfill the purchase control procedures. Fourteenth controlled procurement offices at all levels shall, in accordance with the examination and approval authority and procedures for special controlled goods, review the application forms for the procurement of special controlled goods submitted by social organizations. In line with the purchase conditions, it shall issue a quasi-purchase certificate for the purchase of special controlled goods, and reduce the purchasing power index of social groups. The quasi-purchase certificate is valid in the current year. Fifteenth provinces, cities (administrative offices) and counties shall designate state-owned stores to supply goods under special control, and other stores shall not sell goods under special control to social groups.
Social organizations can buy special controlled goods at designated supply stores with quasi-purchase certificates. Sixteenth designated supply stores must supply goods according to the quantity and amount on the quasi-purchase certificate, and issue a "special invoice for special control goods" uniformly printed by the tax department. The quasi-purchase certificate should be attached to the special invoice stub for future reference. Seventeenth to buy special control goods, there are no goods in the province, it is really necessary to buy outside the province, must be approved by the provincial control office, before buying. Article 18 Banks at all levels shall strictly examine the settlement vouchers of specially controlled commodities, and refuse to pay for the transfer settlement of specially controlled commodities without a quasi-purchase certificate.
