The major changes in SABER certification
1. SABER is a new assessment program for conformity certification of products and batches of goods destined for Saudi Arabia.

Four, New Developments
Saber was proposed by the Saudi Arabia Standards Authority SASO in 2017 to realize the Saudi Arabia 2030 Future Plan, saber was originally created to facilitate the importer's electronic system for customs clearance. Saudi Arabia Standards Authority SASO originally planned to start the implementation of saber system operation in February 2018, but it was delayed due to technical reasons. Currently saber system has been successfully launched and will start implementing saber system operation in January 2019.SASO has issued a list of technical regulations for various products including lubricants, cleaners, building materials and construction products, paints, lifts, automotive parts, textiles and others. The products covered by the technical regulations are called regulated products and are ready to start SABER certification and gradually expand the range of regulated products.
Fifth, the old SASO certification process can continue?
Can continue, but need to change the Invoice Date to: before December 31, 2018, such as Invoice Date for January 1, 2019 and beyond, need to implement the SASO certification process in the saber system
Starting from 2019, the Saudi Standards, Metrology and Quality Organization, the implementation of a new product certification process SABER, and will gradually replace the current SASO-COC conformity certification. In the new conformity assessment specification, according to the product name, customs code (HS code), use, etc. to distinguish whether the product is within the scope of control, controlled products must comply with the requirements of the new technical specifications, so far, SALEEM has a number of categories of products into the scope of control, and is expected to add more products.
SASO and SABER are currently parallel, not yet controlled products, still do the old SASO-COC.
SABER certification process:
Phase 1: PC Certificate (Certificate of Product Conformity)
Importers to register for the SABER system account
Online application for product PC product certificate, providing appropriate data/documents/information, etc.
Pay the PC certificate fee;
Certification body receives the application, contact the importer/exporter to provide certification documents;
Certification body submits the audited documents to the SABER system;
Issue the PC certificate, which is valid for 1 year.
Phase 2: SC Certificate (Batch Certificate of Conformity)
Importer submits SC application to SABER system;
Certification body confirms the validity of the PC certificate;
Payment of SC certification fee;
Issuance of SC certificate, which is only for the imported goods in the batch.
