Shandong Province seismic safety evaluation management measures

I. Transportation Engineering:

1. Highway and railroad lines of large overpasses and bridges with spans greater than 100 meters;

2. Railway lines of important stations, railroad junction of the main building works, the length of more than 1,000 meters of the tunnel project;

3. High-speed, elevated highways, railroads, and underground railroad project;

4. Level II Above the airport;

5. Port with an annual throughput of more than 2 million tons. Second, energy projects;

1. Grade Ⅰ hydraulic buildings and large reservoirs of 100 million cubic meters or more of the dam;

2. Installed capacity of 1 million kilowatts or more of thermal power plants, 200,000 kilowatts or more of hydroelectric power plants and their substations, 500 kilovolts or more of the pivotal substations. Third, the communications project:

1. city (prefecture) level above the radio transmitter and television stations;

2. large and medium-sized cities, long-distance telecommunication hubs of the host building. Fourth, the lifeline project:

1. large-scale urban water supply, heating, gas works of the main facilities;

2. large and medium-sized cities, large-scale grain processing plants and grain depots;

3. municipal and local hospitals above the level of outpatient clinic building, the important medical equipment, and the blood bank and so on. Fifth, special projects:

1. nuclear power plants, nuclear reactors, nuclear heating devices;

2. important military projects;

3. easy to produce serious secondary disasters of large-scale flammable, explosive and highly toxic substances in the project. Sixth, other important projects:

1. Various types of large and medium-sized industrial and mining enterprises, power, communications, scheduling, computing, testing and other important facilities;

2. Located in Ⅶ and Ⅷ degrees of intensity area of hard, medium-hard site, the height of more than 80 meters as well as medium-soft, soft and weak site, the height of more than 60 meters of the high-rise building;

3. Provinces, municipalities and various types of disaster relief emergency command facilities;

4. Provincial and municipal disaster relief emergency command facilities;

4. Large theaters, stadiums and commercial services and other public facilities. Article seismic safety evaluation shall be carried out in the feasibility of construction projects.

Seismic safety evaluation work by the construction unit entrusted with the appropriate qualifications of the evaluation unit, and signed a written contract. Article VIII engaged in seismic safety evaluation of units, must obtain the national earthquake prevention and mitigation authorities issued by the qualification certificate of seismic safety evaluation, and shall carry out the work within the scope of the specified evaluation. Article 9 units outside the province in the administrative area of the province engaged in seismic safety evaluation work, must hold the national earthquake prevention and disaster reduction authorities issued by the Class A qualification certificate, and in accordance with the provisions of the provincial earthquake prevention and disaster reduction authorities or the project is located in the city of the earthquake prevention and disaster reduction authorities for verification and registration. Article 10 The unit that undertakes seismic safety evaluation must strictly abide by the national norms for seismic safety evaluation and prepare the seismic safety evaluation report in accordance with the requirements of the norms. Article XI of the provincial seismic safety evaluation committee is responsible for the province's seismic safety evaluation report of the technical assessment work.

Major cities, large-scale factories and mining enterprises, economic development zones and national key construction projects of the seismic safety evaluation report, should be assessed by the provincial seismic safety evaluation committee after the first audit, reported to the National Seismic Intensity Assessment Committee audit; other construction projects of the seismic safety evaluation report, the provincial seismic safety evaluation committee is responsible for the finalization. Article 12 The provincial or municipal departments in charge of earthquake prevention and disaster reduction shall, according to the evaluation conclusions of the Provincial Seismic Safety Evaluation Committee, approve the seismic defense standards according to the project management authority.

Once the seismic defense standard is approved, the construction unit, design unit and construction unit must be strictly implemented. Article XIII of the feasibility study of construction projects, shall include seismic safety evaluation report, evaluation conclusions and seismic defense standards.

Feasibility study report does not have seismic safety evaluation report, assessment conclusions and seismic standards, planning, finance, construction, land and other relevant departments shall not go through the approval process. Article XIV seismic safety evaluation of the costs required by the evaluation unit and the construction unit in accordance with the relevant provisions of the State, combined with the type of construction project and the size of the workload negotiation, and included in the total investment budget of the construction project. Article XV of the seismic safety evaluation report by the evaluation was not passed, the evaluation unit should be reevaluated, the costs borne by the evaluation unit; to cause economic losses to the construction unit, shall bear the responsibility for compensation. Article XVI of the construction unit is not in accordance with the provisions of the seismic safety evaluation, the competent department for earthquake prevention and disaster reduction ordered to make corrections within a certain period of time; causing losses, may recommend that the relevant departments of the relevant responsible personnel to give administrative sanctions. Article 17 If a person engages in seismic safety evaluation without obtaining a qualification certificate, the competent department for earthquake prevention and disaster reduction may impose a fine of not more than 30,000 yuan. Article 18 In accordance with these measures to implement fines and penalties must be used in the provincial financial department uniformly issued receipts for fines. The fine shall be paid in full to the state treasury. Article 19 of the parties to the administrative penalty decision, may apply for reconsideration or to the people's court according to law. The parties do not apply for reconsideration, nor to the people's court, and does not fulfill the penalty decision, the authority that made the penalty decision to apply to the people's court for compulsory execution. Article 20 These Measures shall come into force from January 1, 1998 onwards.
