2. Send the samples to an organization with relevant testing qualifications for testing within 24 hours on your own. The testing organization will conduct a comprehensive test on the sample to ensure that the pet is not carrying any disease or virus.
The testing organization will issue a test report within 1-5 business days. The test report will detail the health status of the pet and whether it carries any diseases or viruses.
3. Once the pet owner receives the test report, he or she can bring the pet, the test report and proof of valid rabies immunization to his or her township's Agricultural Technology Service Center to apply for an animal quarantine certificate. If the information is complete, you can receive a certificate of compliance on the same day.

Article 20
The establishment of animal breeding farms (farming districts) and quarantine sites, animal slaughter and processing establishments, as well as places for the environmentally sound treatment of animals and animal products, shall apply to the competent department of veterinary medicine of the local people's government at or above the county level ...... If the examination is qualified, a certificate of conformity for animal epidemic prevention conditions shall be issued; if it is not qualified, the applicant shall be notified and the reasons shall be given.
Measures for Examining the Conditions for Animal Epidemic Prevention
Article 2
Animal breeding farms, breeding districts, animal quarantine places, animal slaughter and processing places as well as places for the harmless treatment of animals and animal products shall comply with the conditions for animal epidemic prevention stipulated in these Measures and obtain the Certificate of Conformity of the Conditions for Animal Epidemic Prevention.
Article 3
The Ministry of Agriculture shall be in charge of the national review and supervision of animal epidemic prevention conditions. The competent department of veterinary medicine of the local people's government at or above the county level shall be in charge of the examination and supervision and management of animal epidemic prevention conditions in the administrative area. Local people's governments at or above the county level set up by the animal health supervision agencies responsible for the administrative area of animal epidemic prevention conditions supervision and law enforcement work.
