Article 5 The local people's governments at or above the county level shall strengthen the publicity and promotion of commodity bar code, the promotion and application of commodity bar code into the local information construction, and gradually establish and implement part of the important product quality tracking and tracing system. Article 6 Encouragement of commodity producers, sellers and service providers in the production, sales and transportation, warehousing, distribution and other modern logistics management using commodity bar code, the use of internationally accepted commodity bar code technology to accelerate the development of information technology of commodity circulation and trade in services. Chapter II Registration, Renewal, Change and Cancellation Article 7 The vendor identification code is an important part of the commodity bar code. Producers, sellers and service providers shall first apply for registration of the vendor identification code, approved for registration as a member of the China Commodity Barcode System (hereinafter referred to as the system members) before the use of commodity barcodes.
Branches of enterprises with independent legal personality need to use the commodity bar code, should apply for registration of a separate vendor identification code; the need to use the enterprise group development, production, management of a unified brand of similar products can be excluded from the commodity bar code, but should be the name of the enterprise group marked on the goods or packaging and in accordance with the provisions of the code to the branch for the record. Article VIII in the administrative regions of the province to produce the following prepackaged products should apply for registration of vendor identification code and mark the product identification commodity bar code:
(a) food;
(b) toys;
(c) daily-use chemicals, pesticides;
(d) wires and cables, household electrical appliances (household electrical appliances);
(e) Medical devices (medical instruments and apparatus).
Pre-packaged products, refers to the pre-quantitative packaging or loaded and filled into containers to consumers directly. Production of the preceding paragraph of the pre-packaged products of enterprises in their product identification is not marked with commodity bar code, should be marked with commodity bar code within 10 months from the date of implementation of these measures. Article IX obtained in accordance with the law or relevant legal business license producers, sellers and service providers should be coding branch to apply for registration of vendor identification code, fill out the "China Commodity Barcode System Member Registration Form", show the business license or relevant legal business qualification certificate and provide a copy.
Coding branch shall be accepted within five working days from the date of completion of the preliminary examination. Preliminary examination of qualified, signed and submitted to the China Article Coding Center for approval; preliminary examination failed, the code branch shall return the application information to the applicant and explain the reasons. Article 10 The applicant who has been approved to register the vendor identification code shall be issued the "China Commodity Barcode System Member Certificate" (hereinafter referred to as the "System Member Certificate") by China Article Numbering Center, and obtain the qualification of China Commodity Barcode System Member. Article 11 The validity period of the vendor identification code is 2 years.
System members shall go to the coding branch for renewal procedures within 3 months before the expiration of the validity of the vendor identification code. Overdue, the coding branch for approval by the China Article Coding Center, cancellation of its vendor identification code and system membership. Article XII of the system members to change the name, address, legal representative and other information, should be approved by the relevant authorities within 30 days from the date of change with supporting documents and "system membership certificate" to the coding branch for change procedures. Article 13 The system members shall stop using the commodity bar code, and shall hold the Certificate of System Membership within 3 months from the date of cessation of use to the coding branch for cancellation procedures.
Lawfully revoked, dissolved, declared bankruptcy or other reasons for the termination of the system members should also stop using the commodity bar code and in accordance with the provisions of the preceding paragraph for cancellation procedures. Article 14 has been canceled manufacturer identification code producers, sellers and service providers need to use the commodity bar code, shall reapply for registration of manufacturer identification code. Chapter III coding, design and printing Chapter III coding, design and printing Article XV of the commodity bar code coding, design and printing should be consistent with the provisions of relevant national standards.
If the printed area of the commodity bar code exceeds 1/4 of the surface area of the commodity package or the printable area of the label, the system members can apply for the use of shortened version of the commodity bar code. Shortened version of the commodity bar code by the China Article Numbering Center in accordance with the relevant national standards.
