Code of Practice for Health Supervision of Infectious Disease Prevention and Control

Chapter I General Principles

Article 1 In order to protect public health and standardize the work of health supervision of infectious disease prevention and control, this code is formulated in accordance with the Law of the People's Republic of China on the Prevention and Control of Infectious Diseases of the Chinese People's Republic of China*** and the relevant statutes and regulations.

Second Article The health supervision of infectious disease prevention and control referred to in this specification refers to the local health planning and health administrative departments at or above the county level and their comprehensive supervision and law enforcement agencies in accordance with the laws and regulations related to infectious disease prevention and control of infectious diseases in health care institutions to supervise and enforce the activities of prevention and control of infectious diseases.

The health care institutions referred to in this specification include medical institutions, disease prevention and control institutions and blood collection institutions.

Article 3 The local health planning and administrative departments at or above the county level are responsible for infectious disease prevention and control of health supervision capacity building, safeguard staffing, reasonable allocation of work equipment, and work funds into budget management.

Article 4 The local health planning administrative departments at or above the county level and their comprehensive supervision and law enforcement agencies in carrying out health supervision of infectious disease prevention and control, the application of this specification.

Chapter II Supervision Responsibilities and Requirements

Article 5 Provincial health and family planning administrative departments and their integrated supervision and law enforcement agencies Responsibilities:

(b) organization and implementation of the province's (districts and municipalities) infectious disease prevention and control of health supervision and related training; lower level of infectious disease prevention and control of health supervision work guidance, supervision;

(c) organization and coordination, supervision and investigation of infectious disease prevention and control of major violations of the law under the jurisdiction of the case;

(d) assume the task of the national health supervision of sampling, organization and implementation of sampling within the jurisdiction of the health supervision;

(E) responsible for the province (district, city) infectious disease prevention and control of health supervision information management and data aggregation, verification, analysis and reporting;

(F) undertake the higher authorities designated or assigned by the infectious disease prevention and control of health supervision tasks.

Article VI municipal and county-level health planning and administrative departments and their integrated supervision and law enforcement agencies Responsibilities:

(D) organization of infectious disease prevention and control of investigation and handling of cases of violations;

(D) organization of infectious disease prevention and control of Illegal cases;

(E) responsible for the jurisdiction of infectious disease prevention and control of health supervision information summary, verification, analysis and reporting;

(F) municipalities with districts in the county level of infectious disease prevention and control of health supervision to guide, supervise;

Chapter III Health Supervision Content and Methods

Section I Health Supervision of Preventive Vaccination

Article 11 Health Supervision of Disease Control and Prevention Institutions and Vaccination Units for Preventive Vaccination:

(1) Qualification of Vaccination Units and Personnel;

(2) Public Announcement of Vaccine in Vaccination Units and Informing of Vaccination (Inquiries);

(C) the receipt, purchase, distribution, supply, use of vaccine registration and reporting;

Section II Health Supervision of Infectious Disease Outbreak Reporting

Article 13 Health Supervision of Infectious Disease Outbreak Reporting:

(3) timely review of infectious disease outbreak reporting by the disease control institutions within the jurisdiction;

(4) review of the records of the disease control institutions on the treatment and reporting of abnormal reactions to vaccination or suspected abnormal reactions to vaccination. Article 14 Supervision and inspection of disease prevention and control institutions of infectious disease outbreak reporting, the main methods are as follows:

Article 15 Supervision and inspection of medical institutions of infectious disease outbreak reporting, the main methods are as follows:

Section III Health Supervision of Infectious Disease Epidemic Control

Article 18 When supervising and inspecting the control of infectious disease outbreaks in medical institutions, the following methods shall be adopted:

(1) Checking the management documents such as the pre-screening and triage system for infectious diseases and the emergency response plan;

(2) Examining the setting up of the infectious disease section or triage point and the implementation of the pre-screening and triage;

(3) Checking the implementation of protective measures for the healthcare personnel and patients; and

(4) Checking the implementation of disinfection and isolation measures; and disinfection of sewage contaminated by the pathogen and the premises and articles. (C) check medical and health personnel, patients, the implementation of protective measures;

(D) check the patients with infectious diseases, suspected infectious diseases patients to provide medical services;

Article 19 of the disease prevention and control agencies to control infectious disease outbreaks of health supervision:

Article 20 When supervising and inspecting the control of infectious disease outbreaks in disease prevention and control institutions, the following methods shall be adopted:

(1) Consulting the system of infectious disease surveillance, the plan and work program of infectious disease surveillance within the jurisdiction, the data of collecting, analyzing and reporting the information of infectious disease surveillance, as well as the data of predicting the occurrence of infectious diseases and the trend of their epidemiology;

(2) Consulting the Infectious disease outbreak investigation and disposal of technical programs or plans, as well as infectious disease outbreak investigation and treatment records, reports;

(c) access to epidemiological investigation of infectious disease outbreaks work records and information, as well as infected sites, infected areas of sanitary treatment records.

Section IV Health Supervision of the Implementation of the Disinfection and Isolation System

Article 21 Health Supervision of the Implementation of the Disinfection and Isolation System:

(1) Establishment of the disinfection management organization, system, and its implementation;

Article 22 When supervising and inspecting the implementation of disinfection and isolation system, the following methods shall be adopted:

(1) Checking the documents of disinfection management organization setup, disinfection management system, work plan and inspection records;

Section V Health Supervision of Medical Waste Disposal

Article 23 Health Supervision of Medical Waste Disposal:

(1) the establishment and implementation of medical waste management organizations, systems, emergency response programs;

(2) engaged in the classification of medical waste collection, transportation, temporary storage, disposal of staff and management personnel occupational hygiene Safety protection and training;

(C) the classification of medical waste collection, transportation, registration;

(D) the temporary storage of medical waste;

(E) the disposal of medical waste, sewage;

(F) the implementation of centralized medical waste disposal of medical and health institutions and qualified centralized disposal of medical waste unit signed contracts The situation; do not have the conditions of centralized disposal of medical waste medical institutions in accordance with the requirements of the relevant departments to dispose of their own medical waste.

Article 24 When supervising and inspecting the disposal of medical waste, the following methods shall be adopted:

(3) Check the staff and management personnel engaged in the collection, transportation, temporary storage and disposal of medical waste classification, professional and technical training in relevant laws, safety protection and emergency treatment and other knowledge information;

(4) Check the occupational health and safety protection equipment of staff and management personnel engaged in the collection, transportation, temporary storage and disposal of medical waste classification, check the health examination records, and check the occupational health and safety protection equipment of staff and management personnel. Section VI pathogenic microorganisms laboratory biosafety management of health supervision

Article 25 of the pathogenic microorganisms laboratory biosafety management of health supervision:

(2) checking the safety storage system, the records on the entry and exit of strains and samples of highly pathogenic microorganisms and the registration and issuance of the certificate of reception; and (C) check the registration of highly pathogenic pathogenic microorganisms (virulent) strains and samples provided to the laboratory, verification of the laboratory to engage in highly pathogenic pathogenic microorganisms submitted to the approval of experimental activities; check the highly pathogenic pathogenic microorganisms (virulent) strains and samples set up a special library or a special cabinet for separate storage;

Chapter IV Information Management

Article 28 The administrative departments of health and family planning at all levels shall strengthen the construction of health supervision information system for the prevention and control of infectious diseases, organize and analyze the information on the prevention and control of infectious diseases under the jurisdiction of the health supervision, and provide the basis for the formulation of policies related to the prevention and control of infectious diseases.

Article 29 The comprehensive supervision and law enforcement agencies at all levels shall regularly summarize and analyze information on health supervision of infectious disease prevention and control, and report to the same level of health and family planning administrative departments and higher-level comprehensive supervision and law enforcement agencies.

Comprehensive supervision and law enforcement agencies at all levels shall set up full-time (part-time) staff responsible for the jurisdiction of infectious disease prevention and control of health supervision information collection, reporting tasks, timely and accurate reporting of supervision and inspection-related information.

Chapter V Supervision of the situation

Article 30 The local health and family planning administrative departments at or above the county level and their comprehensive supervision and law enforcement agencies to carry out health supervision of infectious disease prevention and control, the inspection should be timely feedback to the inspected unit, the results of supervision and inspection and medical institutions of malpractice scores, verification and level assessment and other management work is linked. Article 32 For major cases of infectious disease prevention and control of illegal cases, the local health and family planning administrative departments at or above the county level shall promptly report to the higher-level health and family planning administrative departments.

Chapter VI Supplementary Provisions

Article 33 The relevant laws, regulations and rules shall be applied to the sanitary supervision of infectious disease prevention and control involving sterilized products, drinking water, schools and public ****places.

The hygienic supervision of infectious disease prevention and control of centralized medical waste disposal units, scientific research institutions and other relevant units shall be implemented with reference to these norms.

Article 34 of infectious disease outbreaks, epidemics, above the county level, the local health planning administrative departments and their comprehensive supervision and law enforcement agencies shall focus on health care institutions infectious disease outbreaks report, epidemic control measures, such as supervision and inspection.

Article 35 These norms shall be implemented from the date of publication. The former Ministry of Health issued on September 17, 2010 "infectious disease prevention and control of routine health supervision work norms" (Wei supervision issued [2010] No. 82) shall be repealed at the same time.
