Disabled persons shall abide by the laws and regulations, fulfill their obligations, abide by the public **** order, respect for social morality. Article 3 The people's governments of cities and counties (cities and districts) shall strengthen the leadership of the work of persons with disabilities, incorporate the cause of persons with disabilities into the national economy and social development planning, formulate development plans and annual plans for the cause of persons with disabilities in the administrative region, and incorporate the funds for the cause of persons with disabilities into the financial budget, and with the growth of recurrent revenue of the local finances and increase. Article 4 the municipal and county (city, district) people's government working committee for the disabled shall, in accordance with the law, organize, coordinate, guide and supervise the relevant departments to do a good job for the disabled.
The federation of persons with disabilities shall, in accordance with laws, regulations and statutes, or accept the government entrusted to carry out the work of persons with disabilities, mobilize social forces, develop the cause of persons with disabilities, and undertake the daily work of the working committee for persons with disabilities of the people's government at the same level. Article 5 The relevant departments of the people's governments of cities and counties (cities and districts) are responsible for the work of persons with disabilities within their areas of responsibility.
Township (township) people's governments, street offices shall specify the work of persons with disabilities, specialized agencies and personnel, is responsible for doing a good job of safeguarding persons with disabilities within its jurisdiction. Article city, county (city, district) people's government shall include the construction of comprehensive service facilities for the disabled into the urban and rural public welfare construction projects, and in the project, planning, funding, land acquisition, urban infrastructure support costs, tax exemptions and other aspects of support according to law. Article 7 Special funds for the cause of persons with disabilities shall consist of the following parts:
(1) government financial allocations;
(2) employment guarantee funds for persons with disabilities;
(3) special funds for the development of the cause of persons with disabilities retained at the local level from the social welfare lottery public welfare fund and sports lottery public welfare fund;
(4) funds raised by the society;
(5) Social donation funds;
(vi) funds transferred from higher-level finance;
(vii) other funds.
Special funds for the cause of persons with disabilities shall be earmarked for special purposes and shall be subject to supervision and inspection by the departments of finance, audit and supervision. Chapter II Prevention and Rehabilitation Article 8 municipal, county (city, district) people's government shall incorporate disability prevention into the scope of basic public **** health services, establish and improve the disability prevention system, the development and implementation of disability prevention action plan, and organization and implementation. Article 9 municipal, county (city, district) people's governments shall organize relevant departments to publicize and popularize knowledge of disability prevention, carry out disability prevention and mental health education, for genetics, diseases, drugs, accidents, disasters, environmental pollution and other disability-causing factors, to take effective measures to prevent and control the occurrence of disability. Article 10 municipal, county (city, district) people's governments shall establish and improve the system of statistical surveys and reports on persons with disabilities, and strengthen the collection, analysis and dynamic monitoring of relevant information.
The federation of persons with disabilities shall, in conjunction with the relevant departments of civil affairs, health and family planning, human resources and social security to establish and improve the basic data on persons with disabilities, and incorporated into the information system of the statistical department. Article 11 The people's governments of cities and counties (cities and districts) shall, according to the rehabilitation program for people with disabilities in their administrative areas, arrange daily rehabilitation funds in accordance with the standards set by the provincial people's government. Rehabilitation programs for persons with disabilities shall be included in the reimbursement scope of basic medical insurance for urban workers, basic medical insurance for urban residents, and new rural cooperative medical care; and the cost of regular medication for patients with severe mental illness shall be included in the scope of payment for outpatient co-ordination or outpatient special diseases, and payment shall be made in accordance with the prescribed ratio. Article 12 The people's governments of cities and counties (cities and districts) shall include persons with disabilities who meet the conditions of low-income families in the scope of medical assistance, and gradually raise the standard of assistance; implement free rescue treatment for children with disabilities; subsidize the basic rehabilitation-related expenses of poor persons with disabilities, such as rehabilitation training and the fitting of auxiliary aids; and subsidize the basic medical treatment, rehabilitation services, and the configuration and replacement of necessary auxiliary aids for persons with disabilities in need, where the basic medical care and health care system is unable to provide them with the basic medical care and rehabilitation services. For the basic medical treatment, rehabilitation services, configuration and replacement of necessary auxiliary aids that cannot be solved by the basic medical and health care system, assistance shall be given in accordance with the relevant provisions of the state and province. Article 13 The people's governments of cities, counties (cities and districts) shall support the research and development, production and promotion of assistive technologies and assistive devices for the disabled, and establish a supply network of assistive devices for the disabled. Article XIV municipal, county (city, district) people's government health and family planning departments shall establish birth defects prevention and early detection, early treatment mechanism.
Medical health and family planning service organizations shall explain the situation to the person concerned or the guardian, and offer a medical opinion if the person is diagnosed as suffering from a disease that may cause serious defects or serious hereditary diseases in the next generation.
Medical and health care institutions shall establish a file on newly born infants with disabilities and report it to the health and family planning department and the federation of the disabled.
The implementation of the newborns may cause disability screening system free of charge, the required costs borne by the same level of finance. Article XV of the municipal and county (city, district) people's governments of health and family planning, human resources and social security departments shall incorporate the rehabilitation of persons with disabilities into the basic medical and health care system, the basic social security system and the content of primary medical care and health services, to establish and improve the community rehabilitation as the basis for the backbone of the professional rehabilitation institutions, families of persons with disabilities as the basis of the rehabilitation service system for persons with disabilities.
Rehabilitation organizations for the disabled should have appropriate venues, facilities, equipment and professionals, and carry out rehabilitation services in accordance with technical specifications.
