Scoring Standards
I. Bid Evaluation Methods:
1. The bid evaluation of this tender is based on a comprehensive scoring method, i.e., under the premise of meeting the substantive requirements of the bidding documents, the bidder with the highest total score shall be the successful candidate for the corresponding bidding section after a comprehensive evaluation according to the scoring standards and factors stipulated in the bidding documents.
2. Each member of the bid evaluation committee independently assesses and evaluates the technical part of the bid in the form of scoring for each valid bidder that enters into the scoring procedure (the results of the calculation are rounded up and retained to two decimal places).
The scores of the evaluation committee (except for the price score) are summarized statistically. If the number of evaluation committee members is less than 5 (including 5), the score is calculated directly by arithmetic average; if the number of evaluation committee members is more than 5, the score is calculated by arithmetic average after removing one highest and one lowest score.
3. If there are two or more bidders with the highest total score in the evaluation of a bidding section, the one with the lower bidding price will be preferred as the winning candidate of the section, and if the bidding price is also the same, the winning candidate will be determined by drawing lots organized by the notary public.
