ATA Document Book (ATA Carnet)
is an internationally accepted customs document, which was created by the World Customs Organization for the temporary import of goods. The World Customs Organization in 1961 adopted the "ATA Carnet Customs Convention on the temporary admission of goods", and later, in l990 adopted the "Convention on the Temporary Admission of Goods", so as to establish and improve the ATA Carnet system. ATA Carnet system was put into effect in 1963, there are already 62 countries and regions to implement the ATA Carnet system, 75 countries and regions to receive ATA document book, the annual ATA document book with the total value of goods cleared more than l2 billion U.S. dollars. ATA document book has become a temporary permission to import goods to use the most important customs documents.
This trade mode is divided into two cases, one is the first export (yellow, EXPORT), one is imported and exported (white REEXPORT), regardless of which case customs procedures remain unchanged, only need to distinguish the color of the documents used can be.
Specific customs clearance process:
(1) Required information:
ATA document book (issued in China, in the lower right corner of the green cover document must have the applicant's corporate signature and official seal, and this document book in the Beijing Customs registration for the record, there is electronic information), the applicant's letter of entrustment for customs clearance, the original waybill.
(2) get ATA documents book, the relevant export documents page (commonly known as declaration) fill in the export item number, mode of transportation, waybill number, packaging, number of pieces, weight, customs clearance unit, customs broker signature and customs seal.
(3) After preparing the above documents, go to the second floor window No. 11/12 (ATA documents) to declare, first register the relevant information in the register at the customs desk, and then submit it to the customs officer for examination. After examining the documents, the customs officer will sign and stamp the green cover documents (this is not necessary for the ATA document book issued abroad), and sign and stamp the yellow/white information union (there are two import information columns and two export information columns on each page of the union) and the declaration union (there is only one piece of cargo information on each page of the union).
(4) the end of the customs review, sign and seal, the customs broker to take away, copy: green cover documents, yellow/white information, yellow/white declaration. Tear down the original yellow/white declaration link, together with the copy just now, and customs clearance authorization, waybill single link (or copy) nailed together, to the original review of the customs officer. The customs officer then stamps the customs release seal on the waybill, and the customs declaration is completed.
