1. The business manager of the government affairs hall marks or deletes the information entered in the online special equipment management information system according to the information after deactivation, scrapping and cancellation, and the applicant submits relevant information to the government affairs hall;
2. The business manager of the government affairs hall conducts a preliminary examination of the application materials submitted by the applicant;
3. The person in charge of the government affairs hall shall review the application materials submitted by the applicant, and transfer them to the branch office for on-site verification after the signing opinions that meet the requirements are complete;
4. Organize personnel to conduct on-site verification and sign opinions;
5. The safety supervision department shall review the application materials and on-site verification submitted by the applicant, and report them to the competent leader for approval if they meet the requirements;
6. The government affairs hall shall handle it according to the examination and approval opinions, issue the Registration Form for Cancellation, Deactivation and Scrapping of Special Equipment to eligible reporting units, and submit the registration form to the safety supervision departments and sub-bureaus respectively;
Second, the application materials
1, a certificate or personal identity card containing the user's unified social credit code (applicable to special equipment owned by citizens);
2. Power of attorney or letter of introduction of the legal person using the unit;
3. Registration form for stopping and scrapping of special equipment (in quadruplicate);
4, the use of registration certificate and the original registration form (stop, scrap, cancellation), the field (factory) special motor vehicles need to return the number plate;
5. Power of attorney or authorization document of the property right unit (when the user who is not the owner of the property right goes through the formalities of scrapping and canceling the special equipment).

Article 109 Where a violator of road traffic safety is fined or his driver's license is suspended, it shall be decided by the traffic administrative department of the public security organ of the people's government at or above the county level or the traffic administrative department of the public security organ at the same level.
The punishment for revoking a motor vehicle driver's license shall be decided by the traffic administrative department of the public security organ of the municipal people's government with districts or the traffic administrative department of the public security organ at the same level.
If the traffic administrative department of the public security organ fails to punish the illegal acts of motor vehicle road traffic safety outside its jurisdiction on the spot, it may be punished by the traffic administrative department of the public security organ at the place where the motor vehicle is registered.
Article 108 If a traffic policeman applies a summary procedure to impose an administrative penalty on the spot, he shall inform the party concerned of the facts of the road traffic safety violations, the reasons and basis for the punishment, and deliver the written decision on administrative penalty to the person to be punished on the spot.
