Block price refers to the highest price standard of the total project price publicized by the tenderer to the bidders in the bidding process, which is the price expected by the tenderer, and bidders are required not to bid beyond this price, otherwise it will be invalid.
2 the relationship between the two:
The biggest difference between the reserve price and the block price is that in the absence of a block price, it is often necessary to prepare a list quotation, while after the block price, it is only necessary to quote the total price without a list quotation.
The block price also needs to be sealed.
4. After bidding with bill of quantities, the comprehensive unit price quoted by the bidder will be taken as a part of the contract and will not be adjusted during settlement. Therefore, the comprehensive unit price must be reviewed in bid evaluation to prevent unbalanced quotation and avoid the phenomenon of winning the bid at a low price and claiming compensation at a high price. After the bid opening, the bid evaluation experts and judges will first sample and review the accuracy of the block price, and then check the comprehensive unit price of each bidder on this basis. In order to embody the principle of winning the bid at the lowest price, the block price only plays the role of determining the cost control line, that is, excluding bidders with abnormal quotations, that is, when all the bidding prices of construction projects are higher than the block price, the bidding is declared to have failed and the bidding is reorganized. The purpose of comprehensive unit price evaluation is to prevent bidders from unbalanced quotation, and it is also an effective method to judge whether the total price is reasonable. The comprehensive unit price review should adopt the symmetrical deduction method. If the comprehensive unit price differs from the standard value by more than 15%, no penalty will be deducted, and 0.5 point will be deducted for each item that differs from the standard value by more than 15%. After comprehensive evaluation, the winning candidate is determined according to the score.
