Chapter I General Provisions Article 1 In order to effectively respond to public **** health emergencies, to protect public health and life safety, and to maintain normal social order, according to the "People's Republic of China **** and the State of Infectious Diseases Prevention and Control Law," "People's Republic of China **** and the State of Emergencies Response Law" "Emergency Regulations on Emergency Response to Public **** Health Incidents," and other laws and regulations, combined with the actuality of the city, to formulate the present Measures. Article 2 The prevention, reporting, control and disposal of public **** health emergencies within the administrative area of the city shall be governed by these Measures. Article 3 The public **** health emergencies referred to in these measures, refers to the sudden occurrence, causing or likely to cause serious damage to the public health of the community of major infectious disease outbreaks, major food safety accidents, major occupational poisoning, mass unexplained diseases, and other serious impact on the public health of the event.

A public **** health emergencies are categorized as particularly significant, major, major and general four levels. Article IV public **** health emergency response should be the people's lives and health in the first place, adhere to the unified leadership, hierarchical responsibility, according to law and science, prevention and control of the combination of principles. Article 5 the city, district (county-level city) people's government shall strengthen the public **** health emergency response work of organizational leadership and coordination, establish and improve the emergency response mechanism, improve the emergency response plan, the funds required for emergency response work into the financial budget at this level.

The town people's government, street offices should be in accordance with the city, district (county-level city) people's government and its relevant departments to do a good job in the jurisdiction of the emergency response to public **** health incidents. Article 6 The competent health department is responsible for organizing and guiding the monitoring and early warning, event reporting, risk assessment, prevention and control and medical treatment of public **** health emergencies, strengthening the supervision and management of public **** health, and carrying out training and education on health knowledge and emergency response skills.

Development and reform, education, public security, civil affairs, finance, housing and urban-rural construction, transportation, commerce, emergency management, market supervision and management, medical security and other departments in their respective areas of responsibility, to do a good job in the prevention of public **** health emergencies and emergency response to the relevant work. Article 7 The people's governments of cities and districts (county-level cities) shall establish a social mobilization mechanism for the emergency disposal of public **** health emergencies, enhance the awareness of society as a whole of the prevention and control of public **** health risks, mobilize public participation in public **** health safety risk prevention, and improve the ability of society as a whole to protect and rescue.

State organs, enterprises and institutions, organizations, social organizations and individuals should actively participate in and cooperate with the emergency response to public **** health incidents.

Community grass-roots organizations should help to do a good job in the community emergency response to public **** health incidents.

Support charitable, voluntary service, social work and other organizations to participate in an orderly manner in accordance with the law, emergency prevention and control of public **** health emergencies. Chapter II Emergency Preparedness Article 8 The people's governments of cities and districts (county-level cities) shall, in accordance with the relevant provisions of the state and province, combined with the reality of the administrative region, formulate emergency response plans for public ****health emergencies, specify the level of the incident and response measures and other matters, and publicize them to the community.

The emergency plan for public **** health emergencies should be revised and supplemented in a timely manner according to the changes in the emergencies and the problems found in the implementation. Article IX city, district (county-level city) people's government departments should be based on the people's government at the same level of the emergency plan, combined with their respective responsibilities to develop their own departmental emergency plan for public **** health emergencies. Article 10 medical and health institutions, schools, child care institutions, nursing institutions, social welfare institutions, places of detention, places of supervision, centralized food markets, the existence of occupational disease hazards of employers, as well as airports, railway stations, bus terminals, ports, public **** transportation and other crowded places of operation and management of the unit should be formulated by the unit of emergency response to public **** hygiene incidents. Article 11 The people's governments of cities and districts (county-level cities) shall regularly organize relevant departments and units to carry out emergency drills in accordance with the emergency plan for public **** health emergencies.

The relevant units as stipulated in Article 10 of these measures shall regularly organize and carry out their own emergency drills for public **** health emergencies.

Emergency drills should be organized at least once a year. Article XII of the municipal people's government shall formulate the public **** health emergency disposal site setup planning, district (county-level city) people's government shall set up the planning requirements, reserves of centralized isolation sites, centralized resettlement sites, improve the daily operation and maintenance and emergency management system.

City, district (county-level city) people's government departments shall regularly carry out the centralized isolation places, centralized resettlement places, facilities and equipment maintenance, management system implementation, as well as the supervision and inspection of production safety, to ensure that the place of safe operation. Article 13 The municipal health and health authorities shall establish and improve the hierarchical, stratified, triage emergency medical treatment system, and strengthen the emergency medical treatment designated medical institutions for public **** health emergencies and the construction of strategic backup medical institutions. Article 14 emergency medical treatment designated medical institutions and strategic backup medical institutions shall improve emergency medical treatment facilities, equipped with equipment, drugs, medical supplies appropriate to the needs of emergency medical treatment, strengthen the emergency medical treatment related disciplines and talent team building, regularly carry out emergency medical treatment drills and training.

Public medical institutions should set up fever clinics, intestinal clinics, isolation wards, negative-pressure wards, negative-pressure operating rooms in accordance with the requirements of the competent health authorities.
