Exhibition Guide of Shanghai Agricultural Exhibition Center

I. General Provisions

1. In order to strengthen the effective management of the work of Shanghai Agricultural Exhibition Center, to ensure the quality of construction of booths and the level of exhibition services, to maintain the facilities of the exhibition halls, and to ensure the safe and smooth progress of the exhibition activities, these provisions are formulated.

2, the exhibition activities referred to in this manual, refers to the Shanghai Agricultural Exhibition Center, held in a predetermined period of time, organized by one or more units, to the exhibition (show), exhibition and sale, negotiation as the main form of commodity exchanges, information exchanges, economic and technological negotiations and other activities. Including exhibitions, fairs, expositions, exhibitions, orders, trade festivals and other activities.

3, the exhibition activities should be held in accordance with the safety first and who hosts, who is responsible for the principle of strict implementation of the exhibition safety responsibility system, clear security management of the leadership responsible person, to achieve strict measures, operational standards, the relevant functional departments to effectively strengthen the exhibition activities of the management of the work of security.

4, all the organizing exhibition, exhibitors, building and venue management unit shall be registered by the administration for industry and commerce, and has the legal personality, can independently bear the legal, economic and civil responsibility of the entity.

2. Procedures for organizing exhibitions

1. The organizing unit shall have the following conditions for holding exhibition activities.

(1) Qualified to undertake large-scale exhibition activities independently.

(2) Approval of the relevant industry authorities for organizing the exhibition.

(3) Domestic exhibitions are subject to the approval and registration of the commerce and industry department of the Commerce Commission of Changning District, Shanghai; international exhibitions are subject to the approval and consent of the foreign trade and economic cooperation department of the Shanghai Municipal Commission of Commerce.

(4) In addition to activities directly organized by the municipal government, other exhibition activities are required to obtain the Decision on Safety Permit for Large Mass Events issued by the public security authorities. The public security fire protection agencies on the exhibition hall layout issued consent to hold the "fire safety inspection opinion".

(5) Food exhibitions or exhibitions with video supply are required to apply for a temporary health license from the administrative department of health or record review.

2. Procedures for venue rental.

(1) The exhibition organizer shall sign the rental contract with the venue operator in advance, and obtain the Approval Certificate of the Exhibition Organizer or the approval letter from the Shanghai Municipal Commission of Commerce before publicizing the exhibition to the public, carrying out the work of investment promotion and exhibition invitation, and compiling the "Notice to Exhibitors". The Exhibitor's Notice shall be issued after review by the venue operator.

(2) The exhibition organizer shall apply to the public security department for a security permit to hold the exhibition 30 days before the date of the exhibition. The application shall be accompanied by the activity plan for holding the exhibition, the approvals of the relevant competent authorities, the safety management plan for the exhibition, the exhibition layout plan, the plan for the specially installed booths and the acceptance report of the fire safety inspection, the agreement on hiring professional security guards, etc., and the exhibition may be constructed and set up in the pavilion after the approval and consent of the public security authorities.

3. The organizer of the exhibition is responsible for the safety of the exhibition and implements the following safety responsibilities.

(1) The person responsible for the safety of the exhibition must be clearly defined, and the person in charge shall be the legal representative of the exhibition organizer.

(2) It is necessary to strengthen the security publicity, education and management, sign the security responsibility letter at each level, and allocate sufficient professional security personnel according to the requirements of the public security organs.

(3) It must formulate the exhibition safety and security program and the program for handling emergencies on the exhibition hall site, and earnestly implement the security measures mainly focusing on fire prevention, explosion-proof, anti-theft, anti-vandalism and anti-accident.

(4) must be carried out in the exhibition (hall) within one to two days before the exhibition, together with the public security, fire departments, venues operating units and other relevant departments, the site of the exhibition hall of public security, fire safety inspections, the hidden dangers found in a timely manner to rectify.

Article XII of the organizing unit of the exhibition has the obligation to make statistics and reports on the exhibition. The relevant statistical data shall be submitted to the Municipal Convention and Exhibition Office for record within 20 days after the end of the exhibition.

Third, food safety and security work.

1, according to who issued the license, who is responsible for and the principle of hierarchical supervision, to do a good job in the reception of hotels, collective dining distribution units, such as video security;

2, prior to the reception of the task of hotels and restaurants, and other units of hygiene risk assessment, the results of the assessment in a timely manner to the exhibition organization unit notification. For those units with unqualified assessment results, the organizing unit will be required to cancel the reception qualification;

3. For the meals with more than 100 people at one time, the receiving hotel will be required to report the recipes to the health department under its jurisdiction seven days in advance. The health department of the menu for strict health review, prohibit raw and semi-raw aquatic products on the table, strictly control the supply of shellfish;

4, supervise the reception of hotels and restaurants to implement the 48-hour food sampling system;

5, to strengthen the health inspections, timely detection of health hazards and supervise the implementation of corrective measures;

6, the key hotels and restaurants to send a full-time health Supervisors to carry out the whole dynamic monitoring kitchen;

7, exhibition activities during the occurrence of sudden food poisoning, in accordance with the "Emergency Plan for Sudden Food Poisoning in Ningbo City," the implementation of various preventive and control measures.

Four, medical care and treatment.

1, the exhibition activities during the health care and treatment work by the Municipal Health Office unified organization and coordination, the development of appropriate medical and health institutions to undertake health care and treatment tasks;

2, in the key reception hotels and restaurants, exhibition centers and other temporary medical points, responsible for the daily diagnosis and treatment work. Each medical point will report to the Municipal Health Office on a daily basis, and report in a timely manner in case of emergencies and major incidents;

3. Ambulances will be stationed during the opening ceremony, opening ceremony and other activities, and will be responsible for emergency first aid in case of emergencies;

4. The setting up of the temporary infirmary and the stationing of the ambulance will be carried out in accordance with the standards of the Municipal Health Office;

5. Medical units will open green channels during the exhibition activities in order to facilitate the medical treatment of the guests attending the exhibition.

(3) Epidemic prevention and control work. Strengthen the dynamic monitoring of epidemics, and in the event of an epidemic of infectious diseases, immediately start the corresponding emergency plan and implement the necessary preventive measures.

V. Environmental management and transportation security during the exhibition activities.

1, environmental governance. 3, industry and commerce departments are responsible for the supervision and management of domestic exhibitions according to law. Adopting the way of inspecting or stationing at the exhibition to supervise, carry out the work of counterfeiting the products in the pavilion, investigate and deal with the illegal behavior of the exhibitors according to the law, and effectively protect the legitimate rights and interests of consumers; be responsible for the approval and supervision of the content of commercial advertisements and the proportion of public welfare advertisements; and do a good job of inspecting and supervising the advertisements of the exhibition activities.

Six, the rules of exhibitors

1, in the exhibition set up, carried out during the exhibition, exhibitors must accept the public security, fire department of the fire must be rectified in a timely manner, and meet the safety requirements.

2, exhibitors need to hold performances during the exhibition, must be declared to the public security organs and agreed to perform. If you need to use audio-visual products in the booth, the volume shall not exceed 70 decibels, so as to avoid noise interference with others. The organizer or exhibitors are not allowed to distribute gifts at the exhibition site during the exhibition period.

3. Exhibitors should strictly abide by the relevant regulations of the venue during the exhibition and take care of the public **** facilities, which will be compensated according to the compensation standard. During the exhibition period shall not block the fire channel, safety evacuation outlets, shall not cover the fire hydrant, shall not damage the piston automatic alarm, automatic sprinkler system, temporary power box and other related safety facilities, exhibition channel must be set up in accordance with the security, fire requirements.

4. Exhibitors shall enter the exhibition hall at the time specified in the exhibition to set up, exhibit and withdraw exhibits, and comply with the opening and closing times. Exhibitors shall not leave their booths early after the exhibition or when the hall is closed and cleared. No off-site marketing activities are allowed.

5. All exhibitors who enter the exhibition halls for the purpose of setting up, carrying out and withdrawing exhibits must wear relevant working documents and consciously accept the inspection by on-site staff. During the exhibition period, exhibitors should take good care of their bags, cash, cell phones, laptops, documents and other valuables, and should not leave them in the booth. Valuable exhibits should be guarded and vigilant against theft and fraud.

VII. Construction Rules

1. The construction unit of the special booth shall comply with the regulations of the special booth construction, obey the management, supervision and inspection of the venue staff, and ensure the safety of the booth and the person.

2. Welding, gas welding and other open-flame operations are strictly prohibited in the exhibition hall. If there is a need for open-flame operation, it must be reported to the public security and fire prevention organizations for approval. Smoking is prohibited in all venues.

3. If exhibitors need to pre-produce booths and exhibition stands in the exhibition halls, the fireproof materials used should have nationally recognized fireproof performance, type test reports, certificates of conformity, and products with flame retardant markings, and should be sent to the exhibition halls for record purposes prior to the construction of the exhibition halls.

4. The installation and use of electrical products and the design and laying of lines and pipelines must comply with the relevant provisions of the safety technology for laying electrical appliances. Self-erected stalls, center booths and other key exhibition areas, there should be a full-time electrician on duty.

VIII. Exhibit Management

1. Exhibitors shall ensure that the quality of exhibits meets the requirements. All exhibits, including the products displayed in the booth and the publicity pictures and materials issued, must have legal intellectual property rights. Exhibitors shall be liable for any disputes arising from infringement of others' intellectual property rights.

2. It is strictly prohibited to display firearms (including replica guns), ammunition, control knives, crossbows, fireworks, highly toxic chemicals, radioactive substances and other flammable, explosive and wireless items. It is not allowed to display exhibits not related to this exhibition or set up booths in the venue without applying for a booth.

3. Strictly observe the procedures for leaving the exhibition hall. The exhibition samples shall be released from the exhibition hall with the door sheet signed by the organizing unit; the packing boxes, paper scraps and other debris of the exhibition samples shall be cleaned out of the hall in a timely manner before the closing of the exhibition hall, and it is strictly prohibited to store them inside the booths, on the top of the cabinets, or behind the walls of the booths.

Nine, venue management

1, venue operators must develop a large-scale exhibition of unexpected public **** event contingency plans, and regular drills. It should be equipped with electronic video surveillance, anti-theft alarm system, goods security check system, admission ticket check system, personnel and vehicle guide isolation system, emergency broadcasting system, etc., and intact.

2, the venue operators should strengthen the pavilion, equipment, facilities and green daily maintenance, management, to ensure that the pavilion and related equipment, facilities and normal operation of the integrity.

3. Before signing the contract with the organizing unit, the venue operator shall inform and verify the organizing unit's approval of the exhibition, time and content of the exhibition, qualification of the exhibition, business license, and relevant formalities of the public security, fire-fighting, industry and commerce, or foreign economic and trade departments.

4. During the period of the exhibition, the venue management unit shall do a good job in the safety inspection and management of the exhibition hall; and assist the organizing unit to do a good job in the management of mobile traders in the open area of the exhibition hall.

5. During the period of the exhibition, the venue management unit shall coordinate the handling of the petition and complaint incidents related to the design of the venue; and shall guide the mass appeal incidents not related to the exhibition that occur in the venue to be accepted by the petition departments at all levels.

6. In order to ensure the normal order of the exhibition, during the period of setting up and taking down of the exhibition and the exhibition, the staff entering and leaving the exhibition halls shall wear valid documents and consciously accept the inspection and management of the staff at the exhibition site; the licensee shall keep the documents in a proper way, and shall not destroy, alter or lend them to others, and shall report to the unit that issued the documents if they are lost.

7. During the period of setting up and taking down of the exhibition and during the exhibition, vehicles entering and leaving the venue shall apply for vehicle passes, and shall drive along the specified routes, park at the specified time and place, and unload or load goods. All vehicles should obey the command and guidance of the staff at the exhibition site.

8. The venue operators must post the "Notice to Exhibitors of Exhibitions", "Measures for the Administration of Shanghai Exhibition Industry", "Operation Manual of Exhibition Activities" and other relevant laws and regulations in the prominent places of the venue.

9, the venue must pay attention to the security management and service of the exhibition activities, should improve the internal security organization, with the full allocation of security management personnel and security personnel, and strengthen the training and education of security personnel, improve the quality of security services.

10, the venue should be equipped with sufficient motor vehicles, non-motorized parking, standardize and improve the parking management program, and equipped with the appropriate parking management personnel.

Ten, security management

1, the public security organs are responsible for the exhibition of security programs for the validation, and the implementation of security programs for safety supervision.

2, the exhibition organizing committee is responsible for the implementation of large-scale mass events security work program and security responsibility system, clear security measures and security staff duties, carry out security publicity and education. And is responsible for the employment of security teams, coordination, wisdom, the organization of security guards to carry out the management of public security in the tube, fire, theft, put the work of robbery.

3, venue operators must ensure that the activities of the premises, facilities in line with national safety standards, safety evacuation exits, fire facilities, monitoring equipment and emergency facilities should be in line with technical standards; the supervision and suppression of construction violations; supervision and management of the exhibition construction permits.

4. The venue operating unit shall propose to the organizing unit the security configuration of the exhibition and the location diagram of the security work duty before the exhibition is carried out.

5. External security guards need to be unified management to the organizer and the venue to formulate the implementation plan of the exhibition security management, which will be provided to the organizing unit and the venue management unit, and to participate in the coordination meeting of the entry and exit of the venue.

6, the security guard is responsible for the exhibition period (set up, withdrawal, exhibition) all the personnel, goods, import and export, vehicles and other security and maintenance of the normal order of the exhibition period, to assist the contractor to strengthen the management of the documents, tickets, despite the personnel security checks, the refusal to accept the inspection, the right to refuse its entry.

7. Security guards are responsible for placing and issuing security management facilities, guiding and managing peripheral vehicles, assisting the organizing unit to do a good job of management of foodstuffs brought to foreign countries and exhibits not related to the exhibition, stopping and reporting the phenomenon of damaging the facilities of the exhibition halls, and being responsible for the safety of the exhibitors and exhibits.

Eleven, charge management

1, the venue charges shall follow the principle of fairness, reasonableness and transparency, and the venue charges shall be announced. Establishment of a sound negotiation mechanism for the adjustment of the rental price of the venue and the various service charges, clear charging standards, standardize service behavior.

2. The venue shall charge according to the agreement of the organization and the related service charge standard, and the organization and exhibition unit shall pay the fee according to the agreement. If it fails to pay on time, the venue may notify the organizing unit in writing to terminate the agreement.

3. When the exhibitors and builders carry out construction, rental of exhibition equipment, advertisement release and other activities in the venue, they shall pay the fees in accordance with the fee schedule and procedures agreed with the venue. The service and management fees charged by the venue to the exhibitors and builders should be reasonable, so as to avoid multiple or repeated charges.
