Interim Provisions of Jilin Province on Urban Health Charge Standard
In order to promote the development of urban environmental sanitation, improve the quality of urban environment and ensure the cleanliness of the city, according to the relevant provisions of the state and the province, combined with the actual situation in our province, these Interim Provisions are formulated.
First, the scope of charges.
(a) according to the principle of "who pollutes, who governs" and "garbage producers are responsible for garbage disposal", enterprises, institutions, residents (including agricultural registered permanent residence and temporary residence in urban areas) and self-employed households. Collect city health fees.
(two) entrust the environmental sanitation management department to clean, remove garbage, solid waste, remove feces (including sewage) and use special environmental sanitation facilities and equipment to implement paid waste services.
Second, the charging items and standards
(1) paid service fee
(1) The environmental sanitation management department of Wutuo collects and removes garbage at 0.00-35.00 yuan per ton (including treatment and disposal fees), removes muck and solid waste at 0.00-015.00 yuan per ton, and dumps garbage at 4.50-8.50 yuan per ton (including treatment and disposal fees).
(2) Entrust the environmental sanitation management department to clean the special site (including the parking lot) at 0. 15-0.30 yuan per square meter per day, and other sites (institutes) at 0. 10 yuan per square meter per day.
(3) Entrust the removal of feces (including sewage), with a price of RMB 5.00-25.00 per ton/kloc-0 (including treatment and disposal fee).
(two) the collection standard of urban health fees.
(1) The health expenses of residents (including urban agricultural households and temporary households) are 0.50- 1.50 yuan per household per month.
(2) Employees of military enterprises and institutions such as individual industrial and commercial households and markets are 1.00-2.00 yuan per person per month.
(3) For those who use public toilets without personal care, the unit costs 0.50- 1.00 yuan per person per month (including temporary workers), 3.00-5.00 yuan per table in the hotel, 1.00-2.00 yuan per bed in the hotel guest house and 25.00-40 yuan per squat in the market.
(4) Operating vehicles (including animal-drawn vehicles) are 2.00- 10.00 yuan per vehicle per month.
(5) The approved berth (excluding the market) is 0.20- 1.00 yuan per berth every day, and the area over 2 square meters will be doubled.
Third, in order to do a good job in cleaning the garbage (including productive and operational), muck, solid waste, feces, sewage and special sites of all units, the environmental sanitation management department, as the trustee, can sign an entrusted collection agreement with the entrusted collection unit and the department that prepays the urban sanitation fee (the entrustment agreement is attached), and the entrusted unit must pay the garbage fee and urban sanitation fee paid on time. The environmental sanitation management department shall provide civilized services to ensure the quality; Units and individuals that fail to pay paid service fees and urban sanitation fees on time will be charged a late fee of 5% for each overdue month.
Four, the collection of urban health fees for residents, operating vehicles, bed stalls, environmental sanitation management departments can collect or entrust other departments to collect.
Five, primary and secondary schools (excluding school-run factories) kindergartens, nurseries, nursing homes (five guarantees) social welfare undertakings, enterprises, fully funded institutions are exempt from urban health fees; Half-captain enterprises charge urban health fees by half. The reduction and exemption shall be approved by the administrative department of urban construction of the people's government at or above the county level where the unit is located, and the reduction and exemption amount shall be approved by the government if it exceeds 654.38+10,000 yuan.
Six, the collection of urban health fees, unified by the competent administrative department of environmental health of the people's governments at or above the county level; Fee income as extra-budgetary funds management, the implementation of financial accounts storage, for the new, purchase and maintenance of sanitation facilities, equipment and insufficient funds, so that earmarking. The sanitation fee charged by the environmental sanitation management department shall be turned over to the financial special account on a monthly basis, and the expenditure shall be allocated by the financial department according to the plan, and the income and expenditure statements shall be submitted to the financial department in accordance with the regulations. The charging department shall, with the license issued by the price department, use the bills (with various bills) issued by the financial department to charge.
Seven, the city environmental sanitation paid service fee charged by prefecture-level cities 1% shall be turned over to the Provincial Construction Department by the collection department, and stored in the special account of the Provincial Department of Finance for environmental sanitation planning, facilities, equipment, technological innovation, technological transformation, garbage, feces harmless, reduction, resource-based scientific research and new project introduction, training of scientific and technical personnel and management personnel, recognition and reward, etc.
Eight, after paying the city health fee, no longer charge similar fees of various names.
Nine, the municipal urban construction, price, financial departments can according to the actual situation, under the premise of not breaking the upper limit of provincial standards (excluding the open city approved by the State Council) to formulate specific measures, reported to the local government for approval.
