Article 5 The people's governments of cities and counties (districts) shall strengthen their leadership in the management of the "three guarantees in front of the door" responsibility system within their respective jurisdictions, establish a coordination mechanism, ensure the investment of funds, improve the construction of facilities, and improve the management service level of the "three guarantees in front of the door" responsibility system. Article 6 The urban management department is the administrative department in charge of the "three guarantees in front of the door" responsibility system management, and is responsible for organizing the implementation of these Regulations.
City management department is responsible for the organization, implementation, supervision and inspection of the "three bags in front of the door" responsibility system management in the city, and investigate and deal with the illegal acts of "three bags in front of the door" responsibility system management within the scope of duties.
County (District) urban management department is responsible for the organization, implementation, supervision and inspection of the "three bags in front of the door" responsibility system management and the investigation and punishment of illegal acts.
The township (town) people's government and the subdistrict office shall delimit the responsibility area according to the principle of territorial management, sign the responsibility letter of "three guarantees in front of the door" with the responsible person and supervise the implementation.
Ecological environment, housing and urban and rural construction, forestry and grassland, public security, news and publicity, market supervision and management, health and other departments, according to their respective responsibilities, do a good job in the management of the "three guarantees in front of the door" responsibility system. Seventh "three bags in front of the door" responsibility system management of the main contents:
(1) Environmental sanitation: there is no dirt, oil stain, garbage or accumulated water in the area of responsibility; Buildings (structures) street walls, doors and windows, windows, facade signs and lighting are kept clean and tidy; The eaves, window eaves and ceilings of buildings (structures) facing the street are free of dust and garbage; In case of snow and ice, clear the snow and ice in front of the door in time; Building (decoration) site enclosure construction, sand and gravel, soil, cement and other coverage management.
(2) Greening and beautification: there is no disorderly posting, scribbling, portraying, hanging or posting advertisements in the area of responsibility; Drying trees and public facilities without authorization; Do not damage flowers and trees; No destruction of green facilities and occupation of green space; The pictures and fonts of the facade signs are intact, and the lighting display is complete; The installation of air conditioning units, security nets (windows) and other ancillary facilities shall comply with relevant regulations.
(3) Ensure the city order: there are no stalls, structures and piles in the area of responsibility, no environmental noise pollution and no out-of-store operation; Do not stop and place at will; No occupation, damage or unauthorized removal, relocation or closure of municipal and environmental sanitation facilities; No unauthorized excavation or occupation of sidewalks; Do not set up roadblocks and other facilities that hinder traffic without authorization; Do not place light boxes or occupy road signs; Shall not engage in car washing, production, processing and other business activities in the area of responsibility. Eighth urban management departments should strengthen the publicity and education of the "three guarantees in front of the door" responsibility system management through public media such as radio, television, newspapers and the Internet, and raise the awareness of citizens' participation in management. Article 9 The responsible person shall, in accordance with the requirements of garbage classification management, put garbage at the designated time and place.
Domestic garbage should be put into garbage collection vehicles or garbage bins as required.
Construction waste and medical waste should be disposed of in accordance with relevant regulations. Article 10 The persons responsible for the management of the "three guarantees in front of the door" responsibility system include: urban built-up areas and organs, organizations, military units, enterprises and institutions, individual industrial and commercial households, bazaar start-up units, construction units on construction sites, demolition site construction units, residents and households within the administrative area of this Municipality.
"Three bags in front of the door" responsibility system management in accordance with the following principles to determine the responsible person:
(1) Where both sides of the road are jointly agreed by the property owner, property owner, manager and user of the building (structure), the agreed responsible person shall be responsible.
