Article 7 The evaluation committee shall evaluate the bidding documents in accordance with the comprehensive scoring method, the qualitative evaluation method, the lowest price method, or any other evaluation methods stipulated by laws, regulations and rules.
Article 8 The comprehensive scoring method means that under the premise of maximizing the satisfaction of the substantive requirements of the bidding documents, in accordance with the factors specified in the bidding documents for the comprehensive evaluation, evaluation of the total score of the top bidders, as a recommended candidate for the winning supplier.
Article 9 Qualitative evaluation method refers to the technical and commercial evaluation in accordance with the factors stipulated in the bidding documents, whether the bidding documents to meet the substantive requirements of the bidding documents to put forward the evaluation opinion, and the formation of evaluation report.

Article 11 applies the evaluation of the separation of government procurement projects, the purchaser shall, according to the different projects, choose the self-setting method, the lottery method, the bidding method, or the laws, rules and regulations of other methods of determining the winning supplier.
Article 12 Self-determination method means that the procurer organizes a bidding committee, which determines the winning supplier among the candidate winning suppliers.
Article 13 Drawing Method means that after the candidate winning suppliers are generated, the purchaser commissions the bidding organization to determine the winning suppliers among the candidate winning suppliers in accordance with the random drawing of lots.
The drawing of lots method is applicable to procurement projects with a high degree of marketization and fuller competition among suppliers, and the drawing of lots method is not applicable to procurement projects in which the overall strength of the bidding suppliers is uneven.
Article 14 Competitive bidding method means that after the candidate winning suppliers are generated, the purchaser entrusts the bidding agency to organize the candidate winning suppliers to carry out the second bidding, and the one with the lowest final offer shall be the winning supplier.
Article XV of the government procurement projects applying evaluation separation, bid evaluation using the comprehensive scoring method or the lowest price method and in line with one of the following circumstances, the purchaser to determine the bidding can be applied to the self-determination method:
(a) belonging to the following types of items in the government procurement items: special materials, medical equipment, apparatus, traffic management and monitoring equipment, laboratory and teaching equipment, arts and cultural and sports equipment and other items of goods. Water conservancy, flood control, transportation and other engineering procurement projects, professional consulting, planning and design, research and other services.
(2) Government procurement projects with complexity, exclusivity, specialization and peculiarities as determined by the municipal and district finance departments (hereinafter referred to as the competent departments).
The qualitative evaluation method of government procurement projects to determine the bidding shall not be used to determine their own method. Article XVII of the general equipment, office automation equipment, transportation, printing and publishing, training and other standardized, market supply of general-purpose government procurement projects, shall be in accordance with the provisions of the shopping malls or pre-selected procurement method. Article 18 The procurer shall select the evaluation method and the method of determining the tender applicable to the procurement project in accordance with the Catalog of Applicable Methods for Separation of Bidding and Tender Evaluation for Government Procurement Items (Annex 1).
