The Standing Committee of the Municipal People's Congress supervises the implementation of the general budget at the municipal level; examines and approves the adjustment program of the municipal budget; examines and approves the final accounts of the municipal budget at the municipal level; and revokes the inappropriate decisions, orders, and resolutions of the municipal people's government and the district people's congresses and their standing committees on the budget and final accounts.
The Finance and Economy Committee of the Municipal People's Congress (hereinafter referred to as the Finance and Economy Committee) conducts a preliminary examination of the preliminary program of the draft budget of the municipal level, the implementation of the budget of the previous year, the preliminary program of adjustment of the municipal budget, and the draft of the final account of the municipal level, and puts forward a preliminary opinion on the examination.
The Budget Working Committee of the Standing Committee of the Municipal People's Congress (hereinafter referred to as the Budget Working Committee) assists the Finance and Economy Committee in undertaking the specific work of reviewing the draft budget, the budget adjustment program, the draft final account and supervising the implementation of the budget; and it also undertakes the specific work of tracking and supervising the rectification of outstanding problems identified by audits and supervising the networking of budgets.
The relevant specialized committees of the Municipal People's Congress and the relevant working organs of the Standing Committee of the Municipal People's Congress may carry out investigations and studies on the arrangement and use of budgets or special funds of the relevant departments, and make suggestions and recommendations. Article 5 The Standing Committee of the Municipal People's Congress carries out budget review and supervision, focusing on the total amount and structure of the expenditure budget, key expenditures and major investment projects, departmental budgets, financial transfers, government debt and other expenditure budgets and policies to carry out a full-caliber review and supervision of the whole process.
The municipal people's government shall report to the Standing Committee of the Municipal People's Congress before promulgating or implementing any major fiscal policies concerning the overall economic and social development of the city and the immediate interests of the masses.
The municipal people's government and its financial departments shall report the financial policy documents formulated to the Standing Committee of the Municipal People's Congress in a timely manner. Article 6 The Standing Committee of the Municipal People's Congress shall supervise the management of budgetary performance, and may hear and consider the special working report of the municipal people's government on the management of budgetary performance.
The municipal people's government and all departments and units shall fully implement budget performance management and establish a sound budget performance management system. Key budget performance objectives, performance evaluation results should be synchronized with the draft budget and draft final accounts.
The municipal finance department shall report annually to the financial and economic committee, budget work committee on budget performance management. Article 7 The Standing Committee of the Municipal People's Congress shall review and supervise the government debt, and may hear and consider the special working report of the Municipal People's Government on the management of government debt.
The municipal people's government shall standardize debt management and establish and improve the mechanism for reporting government debt to the Standing Committee of the Municipal People's Congress.
The municipal finance department shall report in writing every six months to the financial and economic committee and the budgetary working committee on the management of government debt, and submit a statement of government debt. Article 8 The Standing Committee of the Municipal People's Congress may review and supervise the budget and final accounts by listening to and considering special work reports, law enforcement inspections, special investigations, inquiries, interrogations, and investigations on specific issues. Article 9 The Standing Committee of the Municipal People's Congress establishes a working mechanism for hearing the opinions and suggestions of deputies to the Municipal People's Congress (hereinafter referred to as deputies to the Municipal People's Congress) and the public.
The Standing Committee of the Municipal People's Congress may employ experts and scholars to assist in the review and supervision of the budget, and entrust experts and scholars in relevant fields and social organizations to provide services for the review and supervision of the budget according to need.
The municipal people's government and all departments and units shall cooperate and provide the necessary conditions and information when accepting budget review and supervision. Article 10 The Standing Committee of the Municipal People's Congress shall establish a networked budget supervision system and improve the networked budget supervision mechanism.
The relevant departments of the municipal people's government shall, through the networked budget supervision system, push out timely and standardized information related to macroeconomics, finance, taxation, finance, auditing, social security, and state-owned assets, etc., in relation to the budget. Article 11 The Standing Committee of the Municipal People's Congress shall set up a column for budget review and supervision on the Wuhan People's Congress website, and shall, in accordance with the law, timely publicize to the society the resolutions of the Municipal People's Congress and its Standing Committee on the review and approval of budgets, budget adjustment programs, final accounts, budget execution, and the report on the results of the review of the Financial and Economic Commission.
The municipal people's government shall set up a budget disclosure column on its web portal, and make public the budget, budget execution, budget adjustments, final accounts, and related auditing and performance management information in a timely manner to the public in accordance with the law.
Departments and affiliated units shall, in accordance with the law, timely budget, final accounts and budget performance management information to the public.
The information disclosed should be standardized, complete, true and accurate, to maintain a long-term public status, to facilitate public inquiry.
