(7) practitioners must have permanent residence in the city; foreign medical experts and famous doctors, by the municipal health administrative department review and recognition of the application for the individual health care institutions may not be subject to the limitations of the permanent residence;
(H) can independently assume civil liability. Article VII in traditional Chinese medicine (including acupuncture, tuina, bone-setting, massage, etc.) and Tibetan and Mongolian medical expertise but do not have Article 6 (5), (6) of the title of the provisions of the municipal and county administrative departments of health examination and review, may apply to open clinics. Article 8 The application to open an individual medical institution shall be submitted to the municipal and county health administrative departments with the following information and certificates:
(1) application report;
(2) articles of association and other corresponding rules and regulations;
(3) identity of the operator and the practitioner, academic qualifications, title certificates and health certificates issued by hospitals of the county level or above;
(4) Retired physicians must hold the original unit does not return to the employment of proof;
(e) business premises, medical equipment and working capital and other supporting information. Article 9 The following persons shall not apply to open or participate in an individual medical institution:
(1) Employees of nationally or collectively owned medical institutions;
(2) Rural doctors of village-run health centers (rooms);
(3) Those who are suffering from mental illnesses, contagious diseases, or other serious chronic illnesses;
(4) Those who have had a medical accident of grade two or above for less than five years;
(e) Being revoked the License to Practice in Medical Institutions. Article 10 Individual medical institutions shall not use "China" and "province", "city", "district", "Township (township)" administrative division name directly, shall not use the "center", "difficult disease", "special treatment ", "expert", "famous doctor" and other names. Article XI of the administrative department of health shall accept the application for registration of practice within 45 days from the date of the audit opinion. Qualified audit, issued to the "medical institutions license"; unqualified audit, notify the applicant in writing. Article XII of individual medical institutions need to change the person in charge, the name of the institution, the scope of practice and other registration matters, should be to the original approval department for change procedures. Article XIII of individual medical institutions to close down, should be closed within 15 days before the original approval department for deregistration procedures, and return the "medical institutions license". Article XIV of the "medical institutions license" once a year by the original examination and approval department. Article 15 "medical institutions license" shall not be forged, altered, sold, transferred, lent. Chapter III Practice Management Article XVI municipal and county health administrative departments shall exercise the following powers:
(1) approval of individual hospitals, nursing homes, clinics, clinics, clinics, health centers (rooms), medical stores to sit down and practice medicine point of the application;
(2) the practice of individual medical institutions to supervise, inspect, guide, and service;
(3) individual medical institution health personnel qualifications. (C) reviewing and assessing the qualifications of health technicians of individual medical institutions;
(D) reviewing the contents of medical advertisements issued by individual medical institutions beforehand and issuing "medical advertisement certificates";
(E) accepting complaints from the public against individual medical institutions;
(F) imposing administrative penalties on the violation of these Regulations by individual medical institutions. Article XVII does not obtain a "medical institutions license" shall not carry out diagnostic and therapeutic activities. Traveling medicine vendors are strictly prohibited to practice medicine.
No unit or individual shall provide a place for illegal medical practitioners to practice medicine.
