The audited units have also made timely recommendations and followed up the situation to check the rectification of the audited units, so as to promote the project management departments and construction units to effectively fulfill their responsibilities, strengthen their management, and complete the construction tasks of the venues on time and in good quality. Over the past four years, the audits accumulated more than 30,000 copies of quality control documents such as hidden project acceptance records, material on-site inspection, supervision side stations, etc., issued more than 240 individual audit reports, found more than 350 problems such as irregular bidding, unresolved bidding legacy issues of the project legal person, etc., and put forward nearly 800 audit recommendations. Most of the problems and recommendations identified by the audit have been rectified and implemented, with obvious effects. Third, audit evaluation
The audit results show that the State General Administration of Sport, the Ministry of Education, Beijing Municipality and the relevant local governments attach great importance to the construction of Olympic venues, and set up a specialized agency to coordinate the organization. The Development and Reform Commission and other relevant departments coordinated closely and made special arrangements to create a favorable external environment for the construction of Olympic projects. Project legal persons and participating units such as designers, constructors and supervisors have conscientiously fulfilled their duties, strengthened the control of project progress, quality, investment and production safety, and continuously standardized financial management and the use of funds. The relevant departments and units have attached great importance to the audit opinions, actively rectified the situation and taken effective measures to strengthen management. Generally speaking, the construction of Olympic venues has been progressing smoothly, and all the projects have been completed and put into use on schedule, with a 100% acceptance rate, of which 38 projects have won 118 awards, such as Luban Prize for National Construction Engineering, Zhan Tienyou Prize for China Civil Engineering, and Golden Prize of Great Wall Cup for Structures, etc., which have better met the requirements of the Olympic Games when they are in operation, and have been highly appraised by the International Olympic Committee, officials and athletes of Olympic delegations of different countries, as well as by guests both at home and abroad. The project has been highly praised by the International Olympic Committee, officials and athletes of the Olympic delegations of various countries and guests at home and abroad. No major quality and safety accidents occurred during the construction, and no major loss, waste and violation of laws were found; the fund raising and use of funds were basically in compliance with the regulations, and the investment control of the project was generally good. After the end of the Olympic Games, the Olympic Center has become a new landmark and tourist hotspot in Beijing, hosting a number of large-scale activities, and has received more than 4 million domestic and foreign tourists so far, achieving good social and economic benefits.
Four, the audit found the main problems
Tracking audit found that some projects have irregular bidding, legal person bidding legacy issues have not been resolved and other issues.
(a) There are irregularities in the bidding of individual projects.
The audit found irregularities in 28 professional subcontracting and material procurement tenders of 14 projects, mainly in the form of not bidding and evaluating the bids in a manner approved by the competent authorities, and errors and omissions in the work, which affected the winning bid results.
(ii) The National Stadium and other projects were overestimated.
The preliminary design estimate of the National Stadium was approved with a total investment of 3.14 billion yuan, but the investment exceeded the estimate by about 456 million yuan due to the complexity of the structure, technical difficulties, high technological requirements, adjustments to the functions and standards as well as price increases in the main building materials.
(C) the project legal person bidding legacy issues have not been resolved.
In order to attract social capital to participate in the construction of the Olympic project, and at the same time to solve the problem of post-competition venues, the Beijing Municipal Government of the National Stadium and other Olympic venues to take the bidding mode of the project legal person, by the successful bidder to form a project company is responsible for the financing, design, construction and post-competition operation. Some of the project investors have funds are not in place, quit in the middle of the project, the main structure of the project will be broken down after the construction of their respective organizations, etc., the government in the project legal person bidding for the land and tax incentives promised in the actual implementation of the preferential policies are also more difficult. For example, one of the shareholders of the National Stadium, Jinzhou Holding Group Co., Ltd. since the start of the project investment is not in place, and still owes 47 million yuan.
V. Rectification of audit findings
The State General Administration of Sport, the Beijing Municipal Government and other departments and units attach great importance to the issues raised by the audit, and actively take measures to rectify the situation, with the audit, the effect is obvious. After the audit raised the issue of lagging progress of some projects, the State General Administration of Sport, Beijing Municipal Government has repeatedly studied the implementation of the solution to the implementation of the project, the implementation of the larger problem of focusing on the supervision, tracking the whole process, the competent departments and construction units to take backward schedule, responsibility for the person's strong measures to ensure that the progress of the project and the quality of the project.
Six audit recommendations
(1) Through the preparation of the Olympic Games, Beijing has a world-class level of competition venues and systematic supporting related facilities, and the Olympic venues have become a new window for the international community to understand Beijing and China. It is suggested that the Beijing Municipal Government should seriously study the post-games operation mechanism of the Olympic venues, coordinate the planning of the operation and management of the Olympic Center area, take into account the economic and social benefits, and promote the Olympic projects to better bring the overall investment benefits into full play.
(2) The relevant departments and units should seriously study the causes of the problems, learn lessons and increase penalties for irregular bidding that occurred during the construction of the Olympic project. The local construction funds in place in a timely manner, the project legal person bidding legacy problems are not all resolved, the relevant departments should attach great importance to take effective measures to avoid affecting the overall image of the Olympic Games.
