The measures referred to in this boiler, pressure vessel refers to ships, railroad locomotives, aircraft and military equipment on the boiler, pressure vessel, other than all pressurized boilers and pressure of 0.1 MPa or more of the various pressure vessels, including complete sets of equipment and electromechanical instrumentation supporting the boiler, pressure vessel. Beijing Municipal Bureau of Labor (hereinafter referred to as the Municipal Bureau of Labor) is responsible for the management of the city's import and export of boilers, pressure vessels, safety performance supervision and inspection work. Article Beijing Commodity Inspection Bureau in accordance with the needs of the inspection work, can be entrusted to the domestic and foreign inspection agencies recognized by the Commodity Inspection Department to undertake the import and export of boilers and pressure vessels inspection work.
Import and export boilers, pressure vessels, safety performance supervision and inspection by the Municipal Labor Bureau authorized boiler, pressure vessel inspection agency or entrusted with other inspection conditions (hereinafter collectively referred to as testing units). Article imported boilers, pressure vessels without inspection, shall not be installed, use. Export boilers, pressure vessels without inspection, shall not be exported. Article VI import and export of boilers, pressure vessels, contracts and their annexes should have the following content:
One, design, manufacture, installation and inspection based on procedures, norms and standards;
Two, a full set of random technical information on the product, including: general drawings, the main pressure element strength calculations, the elemental composition of the material and the mechanical properties of the report, non-destructive testing reports, heat treatment reports, hydraulic test and gas-tightness test report, the product and air tightness test report, certificate of conformity, installation and use instructions, safety valve and rupture disc displacement calculations. Article 7 For boilers and pressure vessels which are difficult to be inspected after import, the consignee, Beijing Commodity Inspection Bureau (BCIB) and Municipal Labor Bureau shall go to the exporting country to supervise the manufacture, pre-inspection or installation according to the contract, and reserve the right of final inspection and claim after the arrival of the boilers and pressure vessels. Article VIII of imported boilers, pressure vessels arrived at the port of discharge or arrival, the consignee must be the location of the commodity inspection agency for the registration of imported goods, Customs declaration with the commodity inspection agency in the "has accepted the registration of" stamp clearance. Article IX imported boilers, pressure vessels after the arrival of installation and use of the consignee shall, within 7 days with the contract, invoice, packing list, bill of lading (waybill), imported goods on behalf of the shipment of goods notification and the technical information listed in Article VI of these measures to the Beijing Commodity Inspection Bureau for inspection procedures. Without the permission of Beijing Commodity Inspection Bureau, the consignee shall not open the box without authorization. Article X Beijing Commodity Inspection Bureau accepts the inspection, shall be sent to the scene within three days of the inspector to open the box for inspection. Article XI of imported boilers, pressure vessels by the opening inspection, the consignee shall within 3 days with the Beijing Commodity Inspection Bureau issued a "notice of inspection of imported boilers and pressure vessels" and related technical information to the Municipal Bureau of Labor for safety testing procedures. Article 12 The testing unit authorized or entrusted by the Municipal Bureau of Labor shall complete the testing work within the specified period and issue the "safety performance test report on imported boilers and pressure vessels", which shall be examined and stamped by the Municipal Bureau of Labor and two copies shall be sent to the Beijing Commodity Inspection Bureau within the specified period. Passed the test, the Beijing Commodity Inspection Bureau issued a notice of permission to install and use, the consignee of this single and test reports to the local labor department to establish the boiler, pressure vessel files, into the normal supervision and management. Failure of the test, the Beijing Commodity Inspection Bureau issued by the installation of the use of the notice is not allowed to issue inspection certificates, inspection certificates for foreign claims. Article XIII of the consignee failed inspection of imported boilers, pressure vessels require repair, shall be submitted to the Beijing Commodity Inspection Bureau to apply for repair report, subject to approval before repair. Repair of the boiler, pressure vessel, Beijing Commodity Inspection Bureau issued a "notice of permission to install and use" can be installed and used.
Repair projects involving boiler and pressure vessel safety performance, should also be submitted to the Municipal Bureau of Labor Repair Technical Program. After repair by the Municipal Labor Bureau for review and issue a report on the results of the review. Article XIV of the export of boilers, pressure vessels, manufacturers, must be filed with the Beijing Commodity Inspection Bureau. The design unit undertaking the export of pressure vessels must hold the design approval certificate; the production enterprise of export boilers and pressure vessels must hold the manufacturing license. Article 15 The regulations, norms and standards on which the design, manufacture and installation of export boilers and pressure vessels are based shall be carried out as agreed in the contract. The contract is not agreed or agreed unclear, according to the Chinese people's *** and the country's current procedures, norms and standards. Article 16 The consignor of export boilers, pressure vessels, must be exported to the Beijing Commodity Inspection Bureau 10 days before shipment for inspection. Inspection should hold the contract, letter of credit, factory inspection certificate, quality inspection report, transport packaging and container performance inspection, safety performance test report and other relevant information.
