If you wipe it with toilet paper, rust is rust, but it doesn't look like rust, because there is specular reflection in the picture, and there will be no specular reflection on the rusty surface. Also, the film mentioned by merchants does not mean plastic packaging film, but a part of the product structure, which is coated. Some heating pipes are coated with enamel to prevent oxidation.
