Measures and methods of the government during an epidemic

After the occurrence of a natural disaster, accidental catastrophe or public **** health incident, the people's government that performs the duty of unified leadership may take one or more of the following emergency measures: (1) organize the rescue and treatment of the victims, evacuate, evacuate and properly relocate the threatened persons as well as take other relief measures; (2) quickly control the source of danger, mark the danger zone, block the danger place, demarcate the alert (c) immediately repair damaged transportation, communication, water supply, drainage, power supply, gas supply, heat supply and other public **** facilities, to the endangered persons to provide shelter and necessities of life, the implementation of medical care and health epidemic prevention and other safeguard measures; (d) prohibit or limit the use of relevant equipment, facilities, closure or restriction of the use of the relevant places, suspension of crowded activities or activities that may lead to the death of the victim. Legal basis: "Chinese People's **** and the State Law on Prevention and Control of Infectious Diseases" Article 42 When an infectious disease outbreak or epidemic occurs, the local people's government at or above the county level shall immediately organize forces to prevent and control the disease according to the prevention and control plan, cut off the transmission of infectious diseases, and, if necessary, report to the people's government of the next higher level for a decision to be made, the following can be taken Emergency measures and announcements: (a) restrict or stop fairs, theater performances or other crowd-gathering activities; (b) suspension of work, business and classes; (c) closure or sealing of public **** drinking water sources, food, and related items contaminated by pathogens of infectious diseases; (d) controlling or culling of infected wild animals, livestock and poultry; (e) closure of places that may cause the spread of infectious diseases. When the people's government at a higher level receives a report from the people's government at a lower level on the adoption of the emergency measures listed in the preceding paragraph, it shall make an immediate decision. The lifting of the emergency measures shall be decided and announced by the original decision-making authority.

Article 43 In the event of an outbreak or epidemic of Class A or Class B infectious disease, the local people's government at or above the county level may, upon a decision of the people's government at a higher level, declare part or all of the administrative area to be an infected area; and the State Council may decide on and declare an infected area across provinces, autonomous regions and municipalities directly under the Central Government. Local people's governments at or above the county level may take the emergency measures provided for in Article 42 of this Law within the infected area, and may impose health quarantine on persons, materials and means of transportation entering or leaving the infected area. The people's governments of provinces, autonomous regions and municipalities directly under the Central Government may decide to blockade the infected areas of Class A infectious diseases within their administrative regions; however, where the blockade of an infected area in a large or medium-sized city or the blockade of an infected area across provinces, autonomous regions or municipalities directly under the Central Government, as well as where the blockade of an infected area results in the interruption of mainline transportation or the blockade of a national border, the decision shall be made by the State Council. The lifting of the blockade of the infected area shall be decided and announced by the original decision-making authority.
